Albania, deri n\u00eb vler\u00ebn 2 600 000 000 lek\u00eb;<\/li>\n<li>Banka Tirana sh.a. deri n\u00eb vler\u00ebn 850 000 000 lek\u00eb;<\/li>\n<li>Banka Union sh.a. deri n\u00eb vler\u00ebn 800 000 000 lek\u00eb;<\/li>\n<li>Banka Intesa Sanpaolo Albania sh.a. deri n\u00eb vler\u00ebn 1 200 000 000 lek\u00eb;<\/li>\n<li>Banka Komb\u00ebtare Tregtare sh.a. deri n\u00eb vler\u00ebn 2 550 000 000 lek\u00eb;<\/li>\n<li>Banka OTP Albania sh.a. deri n\u00eb vler\u00ebn 1 450 000 000 lek\u00eb;<\/li>\n<li>Banka Procredit sh.a. deri n\u00eb vler\u00ebn 600 000 000 lek\u00eb;<\/li>\n<li>Banka Alpha Albania sh.a. deri n\u00eb vler\u00ebn 950 000 000 lek\u00eb;<\/li>\n<li>Banka Amerikane e Investimeve sh.a. deri n\u00eb vler\u00ebn 650 000 000 lek\u00eb;<\/li>\n<li>Banka Credins sh.a. deri n\u00eb vler\u00ebn 2 800 000 000 lek\u00eb;<\/li>\n<li>Banka e Bashkuar e Shqip\u00ebris\u00eb sh.a. deri n\u00eb vler\u00ebn 150 000 000 lek\u00eb;<\/li>\n<li>Banka e Par\u00eb e Investimeve, Albania sh.a. deri n\u00eb vler\u00ebn 400 000 000 lek\u00eb.<\/li>\n<\/ul>\n<p>Q\u00ebllimi i skem\u00ebs s\u00eb garancis\u00eb \u00ebsht\u00eb q\u00eb t\u00eb stimuloj\u00eb huadh\u00ebnien nga bankat tregtare q\u00eb operojn\u00eb n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb, p\u00ebr t\u2019i mund\u00ebsuar tregtar\u00ebve ose shoq\u00ebrive tregtare financimin e nevojsh\u00ebm p\u00ebr t\u00eb rim\u00ebk\u00ebmbur aktivitetin e tyre tregtar, i cili \u00ebsht\u00eb prekur direkt ose indirekt nga aktet ligjore dhe n\u00ebnligjore t\u00eb qeveris\u00eb n\u00eb kuad\u00ebr t\u00eb menaxhimit t\u00eb situat\u00ebs s\u00eb krijuar nga COVID-19.<\/p>\n<h3><strong>GARANCIA<\/strong><\/h3>\n<ol>\n<li>MFE-ja merr p\u00ebrsip\u00ebr t\u00eb garantoj\u00eb Huadh\u00ebn\u00ebsin deri n\u00eb vler\u00ebn [XXXXXX] (me fjal\u00eb) lek\u00eb (\u201cVlera e Garancis\u00eb\u201d), sipas kushteve dhe kufizimeve t\u00eb p\u00ebrcaktuara shprehimisht n\u00eb k\u00ebt\u00eb Marr\u00ebveshje. Vlera e Garancis\u00eb p\u00ebrfaq\u00ebson shum\u00ebn maksimale t\u00eb pagesave q\u00eb do t\u00eb kryhen nga MFE-ja p\u00ebr t\u00eb shlyer detyrimet e papaguara ndaj Huadh\u00ebn\u00ebsit q\u00eb burojn\u00eb nga Huat\u00eb q\u00eb do t\u2019i n\u00ebshtrohen k\u00ebsaj skeme garancie.<\/li>\n<li>MFE-ja merr p\u00ebrsip\u00ebr t\u00eb garantoj\u00eb deri n\u00eb Vler\u00ebn e Garancis\u00eb t\u00eb cituar n\u00eb pik\u00ebn pik\u00ebn 1 t\u00eb k\u00ebtij neni, 60% t\u00eb principalit t\u00eb \u00e7do Huaje q\u00eb Huadh\u00ebn\u00ebsi do t\u2019u l\u00ebvroj\u00eb Huamarr\u00ebsve sipas kushteve q\u00eb pasojn\u00eb n\u00eb k\u00ebt\u00eb Marr\u00ebveshje.<\/li>\n<li>\u201cVlera e Garantuar e Huas\u00eb\u201d do t\u00eb jet\u00eb shuma maksimale e garantuar n\u00ebp\u00ebrmjet k\u00ebsaj Marr\u00ebveshje p\u00ebrkat\u00ebsisht p\u00ebr secil\u00ebn nga Huat\u00eb e l\u00ebvruara nga Huadh\u00ebn\u00ebsi, n\u00eb zbatim t\u00eb kushteve t\u00eb k\u00ebsaj Marr\u00ebveshje dhe e cila do t\u00eb jet\u00eb e barabart\u00eb me prodhimin e principalit t\u00eb Huas\u00eb me p\u00ebrqindjen e principalit t\u00eb garantuar nga MFE-ja sipas pik\u00ebs 2 t\u00eb k\u00ebtij neni.<\/li>\n<li>N\u00eb asnj\u00eb rast, MFE-ja nuk merr p\u00ebrsip\u00ebr garantimin e interesave, kamat\u00ebvonesave, penaliteteve apo \u00e7do lloj detyrimi tjet\u00ebr monetar, q\u00eb mund t\u00eb buroj\u00eb nga Huat\u00eb q\u00eb Huadh\u00ebn\u00ebsi do t\u2019i l\u00ebvroj\u00eb Huamarr\u00ebsve.<\/li>\n<li>Shuma maksimale e akumuluar e Vler\u00ebs s\u00eb Garantuar t\u00eb Huas\u00eb q\u00eb buron nga disbursimet e Huave dhe e p\u00ebrllogaritur sipas pik\u00ebs 3 t\u00eb k\u00ebtij neni, nuk duhet t\u00eb tejkaloj\u00eb Vler\u00ebn e Garancis\u00eb t\u00eb cituar n\u00eb pik\u00ebn 1 t\u00eb k\u00ebtij neni. \u00c7do disbursim i ri i ndonj\u00eb Huaje q\u00eb tejkalon vler\u00ebn e sip\u00ebrcituar nuk garantohet nga kjo Marr\u00ebveshje, me p\u00ebrjashtim t\u00eb rastit kur shuma totale e Vler\u00ebs s\u00eb Garantuar t\u00eb Huas\u00eb, s\u00eb bashku me Vler\u00ebn e Garantuar t\u00eb Huas\u00eb q\u00eb buron nga disbursimi i ri nuk tejkalon Vler\u00ebn e Garancis\u00eb.<\/li>\n<li>N\u00eb rastin kur Huadh\u00ebn\u00ebsi e ka ezauruar t\u00eb gjith\u00eb Vler\u00ebn e Garancis\u00eb n\u00eb dispozicion t\u00eb tij sipas p\u00ebrcaktimit n\u00eb pik\u00ebn 1 t\u00eb k\u00ebtij neni, Huadh\u00ebn\u00ebsi duhet t\u00eb njoftoj\u00eb me shkrim MFE-n\u00eb brenda nj\u00eb afati prej 5 (pes\u00eb) dit\u00eb pune.<\/li>\n<li>Ministri i Financave dhe Ekonomis\u00eb ka t\u00eb drejt\u00eb q\u00eb, pas 90 (n\u00ebnt\u00ebdhjet\u00eb) dit\u00ebve nga data e n\u00ebnshkrimit t\u00eb marr\u00ebveshjeve p\u00ebrkat\u00ebse, n\u00ebse \u00ebsht\u00eb e nevojshme, sipas raportit t\u00eb struktur\u00ebs s\u00eb posa\u00e7me nd\u00ebrinstitucionale, i propozon K\u00ebshillit t\u00eb Ministrave rialokimin e shum\u00ebs s\u00eb garancis\u00eb, nga huadh\u00ebn\u00ebsi q\u00eb nuk e ka ezuaruar shum\u00ebn e garancis\u00eb n\u00eb favor t\u00eb tij te huadh\u00ebn\u00ebsi q\u00eb e ka ezauruar at\u00eb plot\u00ebsisht.<\/li>\n<\/ol>\n<h4><strong>Kriteret e kualifikimit t\u00eb Huamarr\u00ebsve dhe kriteret p\u00ebr p\u00ebrfitimin e Huas\u00eb<\/strong><\/h4>\n<p>Huadh\u00ebn\u00ebsi do t\u00eb jap\u00eb Hua t\u00eb garantuar sipas k\u00ebsaj Marr\u00ebveshje, vet\u00ebm Huamarr\u00ebsve, t\u00eb cil\u00ebt plot\u00ebsojn\u00eb kriteret si m\u00eb posht\u00eb:<\/p>\n<ol start=\"14\">\n<li>a) Huamarr\u00ebsi duhet t\u00eb jet\u00eb tregtar ose shoq\u00ebri tregtare i regjistruar n\u00eb Qendr\u00ebn Komb\u00ebtare t\u00eb Biznesit n\u00eb p\u00ebrputhje me ligjin 9901, dat\u00eb 14.4.2008 \u201cP\u00ebr tregtar\u00ebt dhe shoq\u00ebrit\u00eb tregtare\u201d, t\u00eb ndryshuar dhe ligjin nr. 9723, dat\u00eb 3.5.2007 \u201cP\u00ebr regjistrimin e biznesit\u201d, dhe struktura e kapitalit t\u00eb zot\u00ebrohet 100% nga subjekte jopublike.<\/li>\n<li>b) Huamarr\u00ebsi mund t\u00eb jet\u00eb subjekt q\u00eb ushtron veprimtarin\u00eb tregtare n\u00eb t\u00eb gjith\u00eb sektor\u00ebt e ekonomis\u00eb, me kusht q\u00eb veprimtaria e tij tregtare t\u00eb jet\u00eb prekur direkt ose indirekt nga aktet ligjore dhe n\u00ebnligjore t\u00eb qeveris\u00eb n\u00eb kuad\u00ebr t\u00eb menaxhimit t\u00eb situat\u00ebs s\u00eb krijuar nga COVID-19, n\u00ebp\u00ebrmjet mbylljes s\u00eb p\u00ebrkohshme t\u00eb aktivitetit tregtar ose n\u00ebp\u00ebrmjet ndikimit me ulje t\u00eb aktivitetit tregtar.<\/li>\n<li>c) Huamarr\u00ebsi nuk duhet t\u00eb ket\u00eb detyrime tatimore t\u00eb papaguara p\u00ebr 3 periudhat tatimore nj\u00ebkoh\u00ebsisht dhjetor 2019, janar-shkurt 2020, p\u00ebrjashtuar tatimpaguesit t\u00eb cil\u00ebt kan\u00eb lidhur marr\u00ebveshje p\u00ebr pagimin me k\u00ebste t\u00eb detyrimeve tatimore si dhe tatimpaguesit, detyrimet e papaguara t\u00eb t\u00eb cil\u00ebve jan\u00eb n\u00eb proces apelimi n\u00eb t\u00eb gjitha shkall\u00ebt.<\/li>\n<li>Q\u00ebllimi i p\u00ebrdorimit t\u00eb fondeve t\u00eb Huas\u00eb \u00ebsht\u00eb p\u00ebr t\u2019i mund\u00ebsuar Huamarr\u00ebsit fondet e nevojshme p\u00ebr kapital qarkullues dhe investime p\u00ebr t\u00eb mb\u00ebshtetur rim\u00ebk\u00ebmbjen e aktivitetit tregtar q\u00eb \u00ebsht\u00eb prekur nga situata e krijuar nga COVID-19. N\u00eb asnj\u00eb rast fondet e Huas\u00eb nuk do t\u00eb p\u00ebrdoren p\u00ebr t\u00eb financuar veprimtari t\u00eb jasht\u00ebligjshme, apo p\u00ebr t\u00eb rifinancuar hua t\u00eb tjera.<\/li>\n<li>Huamarr\u00ebsi duhet t\u00eb n\u00ebnshkruaj\u00eb Marr\u00ebveshjen e Mir\u00ebkuptimit<\/li>\n<li>Huamarr\u00ebsi duhet t\u00eb n\u00ebnshkruaj\u00eb formularin e vet\u00ebdeklarimit q\u00eb do t\u2019i vendoset n\u00eb dispozicion nga Huadh\u00ebn\u00ebsi, n\u00ebp\u00ebrmjet t\u00eb cilit deklaron se<\/li>\n<li>Nuk ka aplikuar dhe nuk ka marr\u00eb ndonj\u00eb Hua tjet\u00ebr q\u00eb mbulohet nga kjo skem\u00eb garancie;<\/li>\n<li>Fondet e Huas\u00eb do t\u00eb p\u00ebrdoren vet\u00ebm p\u00ebr q\u00ebllimet e p\u00ebrcaktuara n\u00eb pik\u00ebn 2 t\u00eb k\u00ebtij neni.<\/li>\n<li>Huamarr\u00ebsi duhet t\u00eb dor\u00ebzoj\u00eb k\u00ebrkes\u00ebn e aplikimit p\u00ebr Hua pran\u00eb Huadh\u00ebn\u00ebsit jo m\u00eb von\u00eb se 60 (gjasht\u00ebdhjet\u00eb) dit\u00eb kalendarike nga data e n\u00ebnshkrimit t\u00eb k\u00ebsaj Marr\u00ebveshjeje.<\/li>\n<li>MFE-ja g\u00ebzon t\u00eb drejt\u00ebn q\u00eb n\u00eb \u00e7do moment t\u00eb rishikoj\u00eb, shtoj\u00eb ose heq\u00eb \u00e7donj\u00ebrin prej kritereve t\u00eb cituara n\u00eb pikat e m\u00ebsip\u00ebrme t\u00eb k\u00ebtij neni, duke vendosur n\u00eb dijeni paraprakisht Huadh\u00ebn\u00ebsin. Ky ndryshim do t\u00eb b\u00ebhet efektiv menj\u00ebher\u00eb pas marrjes s\u00eb njoftimit me shkrim t\u00eb MFE-s\u00eb nga Huadh\u00ebn\u00ebsi. Asnj\u00eb ndryshim i b\u00ebr\u00eb n\u00eb p\u00ebrputhje me k\u00ebt\u00eb pik\u00eb nuk do t\u00eb ndikoj\u00eb mbi Huamarr\u00ebsit, Huaja e t\u00eb cil\u00ebve \u00ebsht\u00eb aprovuar p\u00ebrpara dat\u00ebs s\u00eb b\u00ebrjes efektive t\u00eb k\u00ebtij ndryshimi.<\/li>\n<li>Me p\u00ebrjashtim t\u00eb rasteve t\u00eb ve\u00e7anta, ashtu si p\u00ebrcaktohet n\u00eb pik\u00ebn 6 t\u00eb k\u00ebtij neni, Huadh\u00ebn\u00ebsi n\u00eb asnj\u00eb rast nuk do t\u00eb aprovoj\u00eb k\u00ebrkesat p\u00ebr Hua t\u00eb Huamarr\u00ebsve, t\u00eb cil\u00ebt nuk plot\u00ebsojn\u00eb kushtet e p\u00ebrcaktuara n\u00eb pikat 1-5 t\u00eb k\u00ebtij neni.<\/li>\n<\/ol>\n<h4><strong>Detyrimet e Huadh\u00ebn\u00ebsit<\/strong><\/h4>\n<ol>\n<li>Huadh\u00ebn\u00ebsi merr p\u00ebrsip\u00ebr t\u00eb p\u00ebrdor\u00eb format e aplikimit, t\u00eb cilat garantojn\u00eb sigurimin e t\u00eb gjith\u00eb informacionit t\u00eb cituar n\u00eb nenin 3 t\u00eb k\u00ebsaj Marr\u00ebveshjeje, sipas praktikave t\u00eb tij bankare p\u00ebr k\u00ebto produkte.<\/li>\n<li>Huadh\u00ebn\u00ebsi mban p\u00ebrgjegj\u00ebsi p\u00ebr plot\u00ebsimin e dokumenteve t\u00eb aplikimit p\u00ebr hua dhe mban kopje t\u00eb k\u00ebtyre dokumenteve n\u00eb arkivat e veta.<\/li>\n<li>Huadh\u00ebn\u00ebsi merr masat q\u00eb stafi i burimeve njer\u00ebzore, i cili do t\u00eb angazhohet me huadh\u00ebnien t\u00eb ket\u00eb ekspertiz\u00ebn e duhur dhe t\u00eb jet\u00eb familjar me politikat dhe procedurat e k\u00ebsaj skeme garancie.<\/li>\n<li>Huadh\u00ebn\u00ebsi do t\u2019i trajtoj\u00eb huat\u00eb q\u00eb do t\u00eb jen\u00eb pjes\u00eb e k\u00ebsaj Marr\u00ebveshjeje me profesionaliz\u00ebm dhe n\u00eb p\u00ebrputhje me kriteret dhe procedurat e brendshme q\u00eb ai aplikon gjat\u00eb aktivitetit t\u00eb tij t\u00eb zakonsh\u00ebm t\u00eb kredidh\u00ebnies p\u00ebr produkte bankare tregtare t\u00eb ngjashme, si edhe n\u00eb p\u00ebrputhje me p\u00ebrmbajtjen e nenit 3 t\u00eb k\u00ebsaj Marr\u00ebveshjeje.<\/li>\n<li>Huadh\u00ebn\u00ebsi do t\u00eb b\u00ebj\u00eb vler\u00ebsimin e riskut t\u00eb kreditit t\u00eb Huamarr\u00ebsve n\u00eb p\u00ebrputhje me standartet dhe legjislacionin bankar, duke i\u2019u referuar gjendjes financiare t\u00eb Huamarr\u00ebsit jo m\u00eb von\u00eb se muaji shkurt 2020.<\/li>\n<li>Huadh\u00ebn\u00ebsi duhet t\u00eb regjistroj\u00eb Huan\u00eb menj\u00ebher\u00eb pas l\u00ebvrimit n\u00eb regjistrin e kredive me nj\u00eb em\u00ebrtim t\u00eb vecant\u00eb \u201cKredi p\u00ebr kapital qarkullues dhe investime brenda skem\u00ebs s\u00eb garancis\u00eb shtet\u00ebrore p\u00ebr situat\u00ebn e COVID-19\u201d.<\/li>\n<li>Huadh\u00ebn\u00ebsi ka detyrimin t\u00eb verifikoj\u00eb n\u00ebp\u00ebrmjet regjistrit t\u00eb kredive n\u00eb Bank\u00ebn e Shqip\u00ebris\u00eb n\u00eb momentin e aplikimit p\u00ebr Hua, si edhe p\u00ebrpara disbursimit t\u00eb Huas\u00eb, n\u00ebse Huamarr\u00ebsi \u00ebsht\u00eb p\u00ebrfitues i ndonj\u00eb Huaje brenda t\u00eb nj\u00ebjt\u00ebs skem\u00eb garancie nga Huadh\u00ebn\u00ebs t\u00eb tjer\u00eb. Gjithashtu, Huadh\u00ebn\u00ebsi n\u00eb p\u00ebrputhje me nenin 3, pika 4, duhet t\u2019i vendos\u00eb n\u00eb dispozicion Huamarr\u00ebsit formularin e vet\u00ebdeklarimit, sipas form\u00ebs dhe p\u00ebrmbajtjes q\u00eb Huadh\u00ebn\u00ebsi e gjykon t\u00eb arsyeshme.<\/li>\n<li>N\u00eb rast se Huamarr\u00ebsi ka marr\u00eb nj\u00eb Hua p\u00ebr t\u00eb nj\u00ebjt\u00ebn skem\u00eb garancie nga nj\u00eb Huadh\u00ebn\u00ebs tjet\u00ebr, \u00e7do hua tjet\u00ebr e aprovuar pas Huas\u00eb s\u00eb par\u00eb nuk do t\u00eb jet\u00eb objekt i k\u00ebsaj Marr\u00ebveshjeje.<\/li>\n<li>Huadh\u00ebn\u00ebsi nuk duhet t\u00eb favorizoj\u00eb ndonj\u00eb prej Huamarr\u00ebsve, mbi baz\u00ebn e kritereve t\u00eb tij preferenciale.<\/li>\n<li>Huadh\u00ebn\u00ebsi duhet t\u00eb vendos\u00eb n\u00eb dispozicion t\u00eb MFE-s\u00eb (ose \u00e7do strukture tjet\u00ebr t\u00eb autorizuar nga MFE-ja p\u00ebr k\u00ebt\u00eb q\u00ebllim), me k\u00ebrkes\u00eb t\u00eb k\u00ebsaj t\u00eb fundit, kopje t\u00eb dosjeve, t\u00eb ekstrakteve, t\u00eb dokumenteve, t\u00eb dh\u00ebnave t\u00eb regjistruara dhe t\u00eb shkresave t\u00eb t\u00eb gjitha Huave q\u00eb i n\u00ebnshtrohen k\u00ebsaj Marr\u00ebveshje Garancie.<\/li>\n<li>Huadh\u00ebn\u00ebsi, shqyrton dokumentacionin e nevojsh\u00ebm dhe aprovon Huan\u00eb n\u00eb p\u00ebrputhje me afatet dhe procedurat e tij t\u00eb brendshme, si dhe garanton kalimin e fondeve n\u00eb llogarin\u00eb e Huamarr\u00ebsit, sipas pik\u00ebs 1 t\u00eb nenit 5, si dhe p\u00ebrdorimin e Huas\u00eb p\u00ebr q\u00ebllimin e mbuluar nga Garancia Shtet\u00ebrore p\u00ebr rim\u00ebk\u00ebmbjen e aktivitetit tregtar t\u00eb Huamarr\u00ebsit, i cili \u00ebsht\u00eb prekur direkt ose indirekt nga aktet ligjore dhe n\u00ebnligjore t\u00eb qeveris\u00eb n\u00eb kuad\u00ebr t\u00eb menaxhimit t\u00eb situat\u00ebs s\u00eb krijuar nga COVID-19.<\/li>\n<\/ol>\n<h4><strong>Termat dhe kushtet e Huas\u00eb<\/strong><\/h4>\n<ol>\n<li>Vlera e Huas\u00eb e vendosur n\u00eb dispozicion nga Huadh\u00ebn\u00ebsi p\u00ebr Huamarr\u00ebsin mund t\u00eb varioj\u00eb n\u00eb p\u00ebrputhje me k\u00ebrkes\u00ebn e paraqitur nga Huamarr\u00ebsi, por n\u00eb asnj\u00eb rast nuk do t\u00eb jet\u00eb m\u00eb e lart\u00eb se 300,000,000 (treqind milion) lek\u00eb.<\/li>\n<li>Pavar\u00ebsisht pik\u00ebs 1, n\u00eb asnj\u00eb rast shuma e Huave me vler\u00eb m\u00eb t\u00eb lart\u00eb se 150,000,000 (nj\u00ebqind e pes\u00ebdhjet\u00eb milion) lek\u00eb nuk duhet t\u00eb jet\u00eb m\u00eb e lart\u00eb se 50% e shum\u00ebs s\u00eb Huave t\u00eb akorduara n\u00ebn k\u00ebt\u00eb Marr\u00ebveshje.<\/li>\n<li>Afati i Huas\u00eb duhet t\u00eb jet\u00eb n\u00eb diskrecion t\u00eb Huamarr\u00ebsit, por duke mos tejkaluar n\u00eb asnj\u00eb rast afatin prej 5 (pes\u00eb) vite.<\/li>\n<li>Huaja mund t\u00eb jet\u00eb n\u00eb form\u00ebn e kredis\u00eb, overdraft-it, ose linj\u00ebs s\u00eb kredis\u00eb, e vler\u00ebsuar kjo n\u00eb p\u00ebrputhje me nivelin e riskut t\u00eb kredis\u00eb dhe preferencat e Huamarr\u00ebsit.<\/li>\n<li>Pavar\u00ebsisht produktit me t\u00eb cilin do t\u00eb ofrohet Huaja, periudha pa pages\u00eb principali nuk do t\u00eb jet\u00eb m\u00eb pak se 6 muaj, me p\u00ebrjashtim t\u00eb rasteve kur Humarr\u00ebsi preferon nj\u00eb periudh\u00eb m\u00eb t\u00eb shkurt\u00ebr.<\/li>\n<li>N\u00eb rastet e parapagimit t\u00eb Huas\u00eb, Huadh\u00ebn\u00ebsi nuk duhet t\u00eb aplikoj\u00eb komision, penalitet apo cfar\u00ebdo lloj mase tjet\u00ebr q\u00eb lidhet me parapagimin e Huas\u00eb.<\/li>\n<li>Monedha e Huas\u00eb duhet t\u00eb jet\u00eb n\u00eb monedh\u00ebn vendase (lek\u00eb).<\/li>\n<li>Huadh\u00ebn\u00ebsi duhet t\u00eb ofroj\u00eb Huan\u00eb me nj\u00eb norm\u00eb interesi vjetore preferenciale, t\u00eb barabart\u00eb me: (i) norm\u00ebn mesatare t\u00eb interesit t\u00eb tre bonove t\u00eb thesarit 12 mujore m\u00eb t\u00eb fundit t\u00eb emetuara nga Qeveria e Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb (referenca\/indeksi), plus (ii) nj\u00eb marzh deri n\u00eb 3.0% n\u00eb var\u00ebsi t\u00eb afatit t\u00eb Huas\u00eb dhe produktit me t\u00eb cilin do t\u00eb ofrohet Huaja. Termat dhe kushtet e percaktuara n\u00eb Marr\u00ebveshjen e Huas\u00eb t\u00eb cilat bien n\u00eb kund\u00ebrshtim me k\u00ebt\u00eb Marr\u00ebveshje do t\u00eb konsiderohen t\u00eb pavlefshme dhe nuk do t\u00eb prodhojn\u00eb asnj\u00eb efekt kundrejt MFE-s\u00eb.<\/li>\n<li>Asnj\u00eb transferim i t\u00eb drejtave apo detyrimeve t\u00eb Huadh\u00ebn\u00ebsit q\u00eb burojn\u00eb nga kjo Marr\u00ebveshje ose nga Marr\u00ebveshja e Huas\u00eb nuk mund t\u2019i transferohet pal\u00ebve t\u00eb treta pa marr\u00eb paraprakisht aprovimin me shkrim t\u00eb MFE-s\u00eb.<\/li>\n<li>P\u00ebr \u00e7do ndryshim, rinovim apo ristrukturim t\u00eb Marr\u00ebveshjes s\u00eb Huas\u00eb, q\u00eb mund t\u00eb b\u00ebhet n\u00eb marr\u00ebveshjen ndermjet Huadh\u00ebn\u00ebsit dhe Huamarr\u00ebsit brenda afatit t\u00eb p\u00ebrcaktuar n\u00eb pik\u00ebn 2 t\u00eb k\u00ebtij neni, nuk \u00ebsht\u00eb i nevojsh\u00ebm miratimi i MFE-s\u00eb, me kusht q\u00eb k\u00ebto ndryshime nuk do t\u00eb ken\u00eb asnj\u00eb efekt n\u00eb t\u00eb drejtat e Huadh\u00ebn\u00ebsit kundrej MFE-s\u00eb, sipas kushteve t\u00eb p\u00ebrcaktuara n\u00eb k\u00ebt\u00eb Marr\u00ebveshje.
