N\u00eb Ligjin Nr. 92\/2014, dat\u00eb 24.07.2014 <\/a>\u201cP\u00ebr tatimin mbi vler\u00ebn e shtuar n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb\u201d, i ndryshuar, p\u00ebrcaktohet se, <\/p>\n\n\n\n

p\u00ebrjashtohen nga TVSH-ja furnizimet e mir\u00ebfillta t\u00eb m\u00ebsimdh\u00ebnies shkollore, universitare, formimit profesional dhe rikualifikimit, p\u00ebrfshir\u00eb furnizimin e sh\u00ebrbimeve ose t\u00eb mallrave t\u00eb lidhura ngusht\u00eb me k\u00ebt\u00eb m\u00ebsimdh\u00ebnie.<\/p><\/blockquote>\n\n\n\n

P\u00ebrve\u00e7 se duhet t\u00eb jen\u00eb sh\u00ebrbime t\u00eb edukimit dhe m\u00ebsimdh\u00ebnies n\u00eb t\u00eb gjitha nivelet, kushti tjet\u00ebr q\u00eb t\u00eb jen\u00eb t\u00eb p\u00ebrjashtuara, \u00ebsht\u00eb q\u00eb sh\u00ebrbimet t\u00eb jen\u00eb t\u00eb furnizuara nga institucione arsimore t\u00eb njohura si t\u00eb tilla, pavar\u00ebsisht n\u00ebse jan\u00eb sh\u00ebrbime arsimore ose sh\u00ebrbime dhe mallra t\u00eb lidhura ngusht\u00ebsisht me to.<\/p>\n\n\n\n

Sh\u00ebrbime q\u00eb b\u00ebjn\u00eb p\u00ebrjashtim<\/h1>\n\n\n\n

Nuk p\u00ebrfshihen si sh\u00ebrbime t\u00eb p\u00ebrjashtuara, sh\u00ebrbimet e ofruara nga institucione q\u00eb ofrojn\u00eb kurse trajnimi, kualifikimi, kurse t\u00eb tjera speciale ose profesionale, n\u00ebp\u00ebrmjet t\u00eb cilave nuk merret nj\u00eb formim i vazhduesh\u00ebm p\u00ebr pjes\u00ebmarr\u00ebsit, i cili n\u00eb p\u00ebrfundim t\u00eb tij t\u00eb shoq\u00ebrohet me nj\u00eb diplom\u00eb t\u00eb vlefshme p\u00ebr t\u2019u njohur si profesion (zanat, specializim), por jan\u00eb sh\u00ebrbime (kurse, etj.) n\u00ebp\u00ebrmjet t\u00eb cilave pjes\u00ebmarr\u00ebsi merr ose zhvillon m\u00eb tej njohurit\u00eb e tij n\u00eb nj\u00eb fush\u00eb t\u00eb caktuar t\u00eb profesionit ose t\u00eb ndryshme.<\/p>\n\n\n\n

Furnizimet p\u00ebr zbatimin e p\u00ebrjashtimit<\/h1>\n\n\n\n

P\u00ebr zbatimin e p\u00ebrjashtimit, konsiderohen furnizim i sh\u00ebrbimeve t\u00eb edukimit t\u00eb f\u00ebmij\u00ebve dhe t\u00eb rinjve, t\u00eb m\u00ebsimdh\u00ebnies shkollore apo universitare, formimit profesional dhe rikualifikimit, furnizimet e m\u00ebposhtme:<\/p>\n\n\n\n

  1. furnizimi i sh\u00ebrbimit t\u00eb m\u00ebsimdh\u00ebnies p\u00ebr realizimin e planeve dhe programeve m\u00ebsimore, nga institucione\u00a0 t\u00eb\u00a0 arsimit t\u00eb\u00a0 lart\u00eb, universitar dhe pasuniversitar t\u00eb njohura si t\u00eb tilla nga autoriteti kompetent shtet\u00ebror;<\/li>
  2. furnizimi i sh\u00ebrbimeve arsimore t\u00eb m\u00ebsimdh\u00ebnies p\u00ebr realizimin\u00a0 e planeve dhe programeve m\u00ebsimore n\u00eb nivele t\u00eb ndryshme shkollore e parashkollore (arsimi baz\u00eb; arsimi i mes\u00ebm i p\u00ebrgjithsh\u00ebm dhe arsimi profesional, arsimi special, kopshtet);<\/li>
  3. furnizimi i sh\u00ebrbimeve arsimore t\u00eb m\u00ebsimdh\u00ebnies p\u00ebr realizimin e programeve t\u00eb arsimit profesional dhe rikualifikimit;<\/li>
  4. furnizimi i sh\u00ebrbimeve arsimore q\u00eb kryhen nga institucionet arsimore plot\u00ebsuese jopublike, ku punohet n\u00eb drejtim t\u00eb arsimimit e t\u00eb edukimit n\u00eb l\u00ebnd\u00eb e specialitete t\u00eb ve\u00e7anta q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me marrjen e njohurive n\u00eb l\u00ebnd\u00eb t\u00eb p\u00ebrfshira n\u00eb programin m\u00ebsimor (p.sh. kurse t\u00eb gjuh\u00ebs s\u00eb huaj, matematik\u00eb, fizik\u00eb, kantoje etj), t\u00eb miratuara nga autoriteti kompetent shtet\u00ebror.<\/li><\/ol>\n\n\n\n

    Furnizimi i mallrave dhe sh\u00ebrbimeve t\u00eb lidhura ngusht\u00eb me m\u00ebsimdh\u00ebnien<\/h1>\n\n\n\n

    N\u00eb rastin kur p\u00ebrb\u00ebjn\u00eb nj\u00eb element plot\u00ebsues t\u00eb domosdosh\u00ebm dhe t\u00eb pandash\u00ebm t\u00eb m\u00ebsimdh\u00ebnies, furnizimi (shitja) e materialeve m\u00ebsimore p\u00ebr nx\u00ebn\u00ebsit dhe student\u00ebt (fotokopje, etj.) p\u00ebrjashtohen nga TVSH-ja.<\/p>\n\n\n\n

    Po k\u00ebshtu, sh\u00ebrbimi i printimit ose fotokopjes nga universitetet p\u00ebr printim esesh dhe tezash diplome, p\u00ebrjashtohen nga TVSH-ja me kusht q\u00eb:<\/p>\n\n\n\n

    1. k\u00ebto printime t\u2019iu sh\u00ebrbejn\u00eb student\u00ebve t\u00eb k\u00ebtyre institucioneve p\u00ebr nevojat e studimeve t\u00eb tyre;<\/li>
    2. t\u00eb b\u00ebhen n\u00eb nj\u00eb num\u00ebr t\u00eb kufizuar kopjesh pa qen\u00eb nevoja e p\u00ebrdorimit t\u00eb metodave komerciale t\u00eb menaxhimit, t\u00eb cilat mund t\u2019u japin karakter konkurrues.<\/li><\/ol>\n\n\n\n

      Qendrat e subvecionuara me fonde shtet\u00ebrore<\/h1>\n\n\n\n

      Qendrat e trajtimit t\u00eb student\u00ebve q\u00eb subvencionohen me fonde shtet\u00ebrore, t\u00eb cilat funksionojn\u00eb posa\u00e7\u00ebrisht p\u00ebr k\u00ebt\u00eb q\u00ebllim, duke v\u00ebn\u00eb n\u00eb dispozicion t\u00eb student\u00ebve konviktet ose mensat, sh\u00ebrbimi i fjetjes dhe i mens\u00ebs kur i ofrohet student\u00ebve ose nx\u00ebn\u00ebsve, \u00ebsht\u00eb i p\u00ebrjashtuar nga TVSH-ja, si sh\u00ebrbim i lidhur dhe i domosdosh\u00ebm p\u00ebr sh\u00ebrbimin arsimor. K\u00ebto qendra duhet t\u00eb v\u00ebrtetojn\u00eb n\u00eb \u00e7do rast se sh\u00ebrbimi q\u00eb ato ofrojn\u00eb, i \u00ebsht\u00eb ofruar student\u00ebve dhe jo t\u00eb tret\u00ebve, me rekomandim t\u00eb universitetit publik. P\u00ebrndryshe sh\u00ebrbimi i kryer prej tyre \u00ebsht\u00eb i tatuesh\u00ebm me TVSH.<\/p>\n\n\n\n

      Gjithashtu, jan\u00eb t\u00eb p\u00ebrjashtuara nga TVSH-ja, kurset apo leksionet e ve\u00e7anta t\u00eb ofruara privatisht nga m\u00ebsuesit, kur ofrojn\u00eb sh\u00ebrbime q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me m\u00ebsimdh\u00ebnien shkollore apo universitare, p\u00ebr l\u00ebnd\u00eb q\u00eb b\u00ebjn\u00eb pjes\u00eb n\u00eb k\u00ebto programe m\u00ebsimore dhe q\u00eb ndiqen nga nx\u00ebn\u00ebs e student\u00eb. (p.sh. kurse matematike, gjuh\u00eb e huaj, fizik\u00eb, etj).<\/p>\n\n\n\n
