A partire dal 7 luglio 2025, i contribuenti di questo settore vengono informati (tramite canali ufficiali e visite sul campo) dell'obbligo legale di emettere una fattura fiscalizzata per ogni prodotto venduto. L'obiettivo principale di questa iniziativa \u00e8 ridurre l'informalit\u00e0 nel mercato agro-zootecnico, migliorare la sicurezza alimentare e proteggere i consumatori, consentendo una migliore tracciabilit\u00e0 dei prodotti dall'azienda agricola al consumatore finale.<\/p>\n\n\n\n<p>Ai sensi della legge n. 87\/2019 \u201c<a href=\"https:\/\/alprofitconsult.al\/wp-content\/uploads\/2020\/09\/Ligji-nr.-87-dt.-18.12.2019-P\u00ebr-Fatur\u00ebn-dhe-Sistemin-e-Monitorimit-t\u00eb-Qarkullimit.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Per quanto riguarda la fattura e il sistema di monitoraggio del traffico<\/a>\u201d, bizneset e k\u00ebtij sektori kan\u00eb&nbsp;dy detyrime ky\u00e7e&nbsp;lidhur me fiskalizimin e transaksioneve:<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading\" id=\"h-fature-blerjeje-e-fiskalizuar-per-cdo-mall-bujqesor-blegtoral-te-siguruar\"><strong>Fattura d'acquisto fiscalizzata per ciascun prodotto agricolo o zootecnico fornito.<\/strong><\/h3>\n\n\n\n<p>Qualsiasi quantit\u00e0 di prodotto acquistata da agricoltori o commercianti a scopo di rivendita deve essere accompagnata da una fattura d'acquisto fiscalizzata che identifichi chiaramente il venditore e l'origine del prodotto. Questa garanzia documentale ha lo scopo di dimostrare la tracciabilit\u00e0 della merce e di impedire il commercio di prodotti non controllati.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading\" id=\"h-fature-shitjeje-e-fiskalizuar-per-cdo-shitje-te-konsumatori-final\"><strong>Fattura di vendita in forma ufficiale per ogni vendita al consumatore finale.<\/strong><\/h3>\n\n\n\n<p>Ogni articolo venduto al consumatore finale deve essere accompagnato da una fattura fiscale che riporti con precisione la descrizione del prodotto e il relativo prezzo. Ci\u00f2 garantisce la trasparenza in materia di prezzi e quantit\u00e0, assicurando al contempo la corretta registrazione del fatturato effettivo dell'azienda nel sistema fiscale.<\/p>\n<\/div>\n<\/div>\n\n\n\n<p>P\u00ebrjashtim i r\u00ebnd\u00ebsish\u00ebm: Administrata Tatimore ka sqaruar (15 korrik 2025) se tregtar\u00ebt ambulant\u00eb nuk kan\u00eb detyrim ligjor p\u00ebr t\u00eb l\u00ebshuar fatur\u00eb apo dokumentacion tatimor. Ky qart\u00ebsim u b\u00eb publik nj\u00ebdit\u00eb pas fillimit t\u00eb fushat\u00ebs dhe \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr subjektet q\u00eb operojn\u00eb n\u00eb tregje informale si shit\u00ebs t\u00eb l\u00ebvizsh\u00ebm.<\/p>\n\n\n\n<p>Pas nj\u00eb periudhe nj\u00eb-javore sensibilizimi, Administrata Tatimore ka paralajm\u00ebruar ngritjen e nj\u00eb Task-Force t\u00eb p\u00ebrb\u00ebr\u00eb nga inspektor\u00eb tatimor\u00eb, t\u00eb cil\u00ebt do t\u00eb fillojn\u00eb kontrolle n\u00eb terren. K\u00ebto kontrolle do t\u00eb verifikojn\u00eb q\u00eb&nbsp;\u00e7do produkt bujq\u00ebsor apo blegtoral n\u00eb treg t\u00eb shoq\u00ebrohet me fatur\u00eb tatimore t\u00eb fiskalizuar, si n\u00eb pikat e grumbullimit ashtu edhe n\u00eb tregjet e shumic\u00ebs e pakic\u00ebs <\/p>\n\n\n\n<p>Le imprese che non adempiono a tali obblighi rischiano sanzioni ai sensi della normativa fiscale vigente. Il messaggio delle autorit\u00e0 fiscali \u00e8 chiaro: una dichiarazione accurata e completa dell'attivit\u00e0 commerciale \u00e8 essenziale per garantire la concorrenza leale e la sicurezza alimentare, mentre l'evasione fiscale non sar\u00e0 tollerata.<\/p>\n\n\n\n<p>Leggi anche: <a href=\"\/it\/modifiche-normative-previste-in-materia-fiscale-per-il-2026\/\">Ndryshimet e pritshme ligjore tatimore p\u00ebr 2026<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-mbeshtetja-financiare-e-qeverise-per-sektorin-bujqesor\">Sostegno finanziario del governo al settore agricolo<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-situata\">Situazione<\/h3>\n\n\n\n<p>Qeveria shqiptare deklaron se sektori bujq\u00ebsor dhe agrop\u00ebrpunimi jan\u00eb nd\u00ebr prioritetet e saj kryesore, \u00e7ka reflektohet edhe n\u00eb rritjen e fondeve buxhetore vitet e fundit. N\u00eb projekt-buxhetin 2025, fondet e alokuara p\u00ebr bujq\u00ebsin\u00eb dhe zhvillimin rural arrijn\u00eb rreth&nbsp;15 miliard\u00eb lek\u00eb, afro 4% <a href=\"https:\/\/www.bujqesia.gov.al\/denaj-prezanton-p-buxhetin-2025-15-miliarde-leke-per-bujqesine-dhe-zhvillimin-rural\/#:~:text=P%C3%ABrsa%20i%20p%C3%ABrket%20buxhetit%20t%C3%AB,bashkimi%20i%20operator%C3%ABve%20do%20t%C3%AB\" target=\"_blank\" rel=\"noreferrer noopener\">pi\u00f9 di un anno fa<\/a>. Nga k\u00ebto,&nbsp;4.4 miliard\u00eb lek\u00eb&nbsp;jan\u00eb planifikuar si mb\u00ebshtetje direkte p\u00ebr fermer\u00ebt (p.sh. subvencione p\u00ebr prodhimin, skema komb\u00ebtare, naft\u00eb pa akciz\u00eb, etj.), nd\u00ebrsa&nbsp;2.6 miliard\u00eb lek\u00eb&nbsp;i dedikohen p\u00ebrmir\u00ebsimit t\u00eb&nbsp;siguris\u00eb ushqimore&nbsp;(forcimit t\u00eb kontrolleve, laborator\u00ebve dhe inspektoriatit). Nj\u00eb v\u00ebmendje e ve\u00e7ant\u00eb po i kushtohet gjithashtu&nbsp;infrastruktur\u00ebs ujit\u00ebse dhe kulluese, me ~2.9 miliard\u00eb lek\u00eb t\u00eb akorduara p\u00ebr k\u00ebt\u00eb sektor, duke synuar rritjen e prodhimtaris\u00eb dhe reduktimin e rreziqeve nga that\u00ebsirat apo p\u00ebrmbytjet.<\/p>\n\n\n\n<p>Nj\u00eb element i r\u00ebnd\u00ebsish\u00ebm i mb\u00ebshtetjes qeveritare \u00ebsht\u00eb leht\u00ebsimi i aksesit t\u00eb fermer\u00ebve dhe agrobizneseve n\u00eb&nbsp;financim. N\u00eb shkurt 2025 u prezantua nj\u00eb skem\u00eb e re kreditimi, rezultat i bashk\u00ebpunimit mes qeveris\u00eb, Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb dhe bankave t\u00eb nivelit t\u00eb dyt\u00eb. Banka Qendrore ka hapur nj\u00eb&nbsp;linj\u00eb t\u00eb re financimi prej 250 milion\u00eb euro&nbsp;e fokusuar tek bujq\u00ebsia, p\u00ebr kreditimin e nd\u00ebrmarrjeve t\u00eb vogla e t\u00eb mesme n\u00eb k\u00ebt\u00eb <a href=\"https:\/\/www.kryeministria.al\/newsroom\/kreditimi-i-sektorit-bujqesor-nje-skeme-e-re-mbeshtetjeje-financiare-per-bujqesine-dhe-sipermarrjen-ne-fshat\/#:~:text=Si%20rezultat%20i%20nj%C3%AB%20procesi,%E2%80%9D\" target=\"_blank\" rel=\"noreferrer noopener\">settore<\/a>. <\/p>\n\n\n\n<p>Kjo linj\u00eb kredie synon t\u00eb nxis\u00eb investimet private n\u00eb ferm\u00eb dhe n\u00eb agrop\u00ebrpunim, me shtetin q\u00eb luan rolin e garantuesit sovran p\u00ebr 70% t\u00eb principalit t\u00eb \u00e7do huaje.&nbsp;Qeveria, n\u00ebp\u00ebrmjet garancis\u00eb sovrane, mbulon pjes\u00ebn d\u00ebrrmuese t\u00eb rrezikut&nbsp;dhe k\u00ebshtu u krijon bankave stimuj t\u00eb kreditojn\u00eb projektet bujq\u00ebsore me interesa t\u00eb ul\u00ebta dhe kushte t\u00eb favorshme. Si rezultat, pritet financimi i investimeve strategjike n\u00eb&nbsp;sera moderne, nj\u00ebsi p\u00ebrpunimi, peshkim e akuakultur\u00eb, agroturiz\u00ebm dhe inovacion teknologjik n\u00eb fshat, sektor\u00eb k\u00ebto me potencial t\u00eb lart\u00eb rritjej. Kjo nism\u00eb pritet t\u2019i jap\u00eb hov kreditimit n\u00eb bujq\u00ebsi, i cili aktualisht z\u00eb vet\u00ebm rreth 2% t\u00eb portofolit total t\u00eb kredive n\u00eb vend \u2013 nj\u00eb nivel i ul\u00ebt q\u00eb qeveria synon ta rris\u00eb ndjesh\u00ebm.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-agropark-tirana\">AgroPark Tirana<\/h3>\n\n\n\n<p>&nbsp;\u201c<a href=\"https:\/\/www.google.com\/search?client=safari&amp;rls=en&amp;q=AgroPark+Tirana&amp;ie=UTF-8&amp;oe=UTF-8\" target=\"_blank\" rel=\"noreferrer noopener\">AgroPark Tirana<\/a>\u201d, tregu agroushqimor me shumic\u00eb i hapur s\u00eb fundmi n\u00eb Fark\u00eb (Tiran\u00eb), \u00ebsht\u00eb nj\u00eb shembull i investimeve infrastrukturore q\u00eb synojn\u00eb formalizimin e tregut. Ky park i nd\u00ebrtuar n\u00eb nj\u00eb hap\u00ebsir\u00eb prej 55,000 m\u00b2 u krijua posa\u00e7\u00ebrisht p\u00ebr t\u00eb ofruar kushte moderne p\u00ebr fermer\u00ebt dhe grumbulluesit, t\u00eb cil\u00ebt mund t\u2019i shesin produktet e tyre direkt me&nbsp;\u201czero taksa\u201d lokale . <\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb treg t\u00eb ri, produktet bujq\u00ebsore kontrollohen dhe&nbsp;certifikohen sipas standardeve europiane, duke garantuar cil\u00ebsin\u00eb dhe sigurin\u00eb ushqimore p\u00ebr konsumator\u00ebt. Fal\u00eb qirave t\u00eb ul\u00ebta dhe eliminimit t\u00eb tarifave p\u00ebr \u00e7do produkt q\u00eb hyn n\u00eb treg,&nbsp;fermer\u00ebt pritet t\u00eb rrisin fitimet e tyre, nd\u00ebrsa konsumator\u00ebt p\u00ebrfitojn\u00eb \u00e7mime m\u00eb t\u00eb lira p\u00ebr produkte cil\u00ebsore. <\/p>\n\n\n\n<p>Ky model bashk\u00ebpunimi midis Ministris\u00eb s\u00eb Bujq\u00ebsis\u00eb dhe Bashkis\u00eb Tiran\u00eb tregon qasjen e re t\u00eb autoriteteve: krahas masave shtr\u00ebnguese fiskale, po krijohen edhe&nbsp;leht\u00ebsi fizike e logjistike&nbsp;q\u00eb ta b\u00ebjn\u00eb formalizimin m\u00eb t\u00eb p\u00ebrballuesh\u00ebm dhe m\u00eb t\u00ebrheq\u00ebs p\u00ebr fermer\u00ebt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lehtesirat-fiskale-sipas-kuadrit-ligjor\">Incentivi fiscali previsti dal quadro normativo<\/h2>\n\n\n\n<p>Paralelisht me kontrollet dhe gjobat ndaj shkel\u00ebsve, qeveria ka nd\u00ebrmarr\u00eb reforma ligjore p\u00ebr t\u00eb ofruar&nbsp;leht\u00ebsi fiskale&nbsp;n\u00eb sektorin bujq\u00ebsor, me q\u00ebllim uljen e kostove p\u00ebr fermer\u00ebt e ndersh\u00ebm dhe nxitjen e formalizimit. Nj\u00eb mas\u00eb e r\u00ebnd\u00ebsishme ishte p\u00ebrjashtimi i inputeve bujq\u00ebsore nga TVSH-ja: q\u00eb nga viti 2019,&nbsp;plehrat kimike, pesticidet, far\u00ebrat dhe fidan\u00ebtjan\u00eb t\u00eb&nbsp;p\u00ebrjashtuara nga <a href=\"https:\/\/www.tatime.gov.al\/d\/8\/45\/0\/932\/perjashtimi-nga-tvsh-ja-e-inputeve-bujqesore-lehtesi-fiskale-per-fermeret#:~:text=Me%20ndryshimet%20ligjore%20t%C3%AB%20Paket%C3%ABs,Shtuar%20n%C3%AB%20RSH%E2%80%9D%2C%20i%20ndryshuar\" target=\"_blank\" rel=\"noreferrer noopener\">IVA<\/a>. <\/p>\n\n\n\n<p>Kjo do t\u00eb duhej t\u2019u mund\u00ebsonte importuesve dhe tregtar\u00ebve t\u00eb ulnin \u00e7mimet e inputeve p\u00ebr fermer\u00ebt, duke reduktuar kostot e prodhimit bujq\u00ebsor. Sipas Administrat\u00ebs Tatimore,&nbsp;heqja e TVSH-s\u00eb p\u00ebr inputet&nbsp;i ndihmon prodhuesit bujq\u00ebsor\u00eb t\u00eb ulin shpenzimet dhe t\u00eb rrisin investimet n\u00eb ferma, duke qen\u00eb se bujq\u00ebsia \u00ebsht\u00eb sektor prioritar i ekonomis\u00eb.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p> \u00c8 opportuno sottolineare che questa politica ha subito alcune modifiche negli ultimi anni; ad esempio, nel 2022 \u00e8 stata reintrodotta un'aliquota IVA ridotta del 10% per i fattori di produzione agricoli, a seguito dei dibattiti sull'efficacia dell'esenzione totale.<\/p>\n<\/blockquote>\n\n\n\n<p>Inoltre, l'attuale quadro normativo prevede una serie di ulteriori incentivi fiscali a sostegno del settore agro-zootecnico, tra cui vale la pena menzionare i seguenti:<\/p>\n\n\n\n<p><a href=\"\/it\/contatti\/\">\u2192 Verifiko n\u00ebse biznesi yt plot\u00ebson detyrimet e fiskalizimit<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-tvsh-e-reduktuar-zero-per-pajisjet-dhe-mjetet-bujqesore\"><strong>IVA ridotta o azzerata su attrezzature e strumenti agricoli<\/strong><\/h3>\n\n\n\n<p>Ligji parashikon&nbsp;TVSH 0%&nbsp;si p\u00ebr&nbsp;makinerit\u00eb bujq\u00ebsore&nbsp;t\u00eb importuara ashtu edhe p\u00ebr ato t\u00eb blera brenda <a href=\"https:\/\/konsultimipublik.gov.al\/documents\/RENJK_450_MBZHR%20SBZHRP.pdf#:~:text=TVSH%20zero%20p%C3%ABr%3A%20%EF%82%A7Makinerit%C3%AB%20bujq%C3%ABsore%2C,konsideruara%20si%20paisje%20n%C3%AB%20bord\">del Paese<\/a>. Kjo ul ndjesh\u00ebm koston e mekanizimit t\u00eb bujq\u00ebsis\u00eb, duke nxitur fermer\u00ebt t\u00eb investojn\u00eb n\u00eb traktor\u00eb, mekanizma vadit\u00ebs, sera moderne etj. Po ashtu,&nbsp;TVSH-ja \u00ebsht\u00eb zeruar p\u00ebr 27 kategori pajisjesh t\u00eb peshkimit, duke p\u00ebrfshir\u00eb rrjetat, pajisjet elektronike, frigorifer\u00ebt, motor\u00ebt detar\u00eb, anijet e peshkimit e mjetet e tjera ndihm\u00ebse. K\u00ebto masa synojn\u00eb t\u00eb leht\u00ebsojn\u00eb financiarisht edhe sektorin e peshkimit, i cili lidhet ngusht\u00eb me blegtorin\u00eb dhe ushqimin.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-perjashtimi-nga-taksat-i-karburantit-dhe-vaksinimeve\"><strong>Esenzione fiscale sul carburante e sulle vaccinazioni<\/strong><\/h3>\n\n\n\n<p>P\u00ebr t\u00eb ulur barr\u00ebn fiskale mbi aktivitetet prodhuese,&nbsp;blerja e naft\u00ebs nga anijet e peshkimit p\u00ebrjashtohet nga akciza, taksa e qarkullimit dhe taksa e karbonit. Kjo b\u00ebn q\u00eb peshkatar\u00ebt artizanal\u00eb dhe industrial\u00eb t\u00eb ken\u00eb kosto m\u00eb t\u00eb ul\u00ebta operimi, duke formalizuar m\u00eb tej shitjet e tyre. Nj\u00ebkoh\u00ebsisht, \u00ebsht\u00eb vendosur&nbsp;tarif\u00eb zero p\u00ebr regjistrimin dhe vaksinimin e detyruesh\u00ebm t\u00eb kafsh\u00ebve&nbsp;(bag\u00ebtive), nj\u00eb mas\u00eb leht\u00ebsuese kjo q\u00eb nxit fermer\u00ebt t\u00eb regjistrojn\u00eb dhe vaksinojn\u00eb gj\u00ebn\u00eb e gjall\u00eb pa pages\u00eb. Kjo politik\u00eb jo vet\u00ebm i kursen para ferm\u00ebr\u00ebve blegtoral\u00eb, por edhe p\u00ebrmir\u00ebson sigurin\u00eb e blegtoris\u00eb duke rritur numrin e kafsh\u00ebve t\u00eb vaksinuara kund\u00ebr s\u00ebmundjeve t\u00eb rrezikshme.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-taksim-i-favorshem-per-fermat-e-vogla-nbsp\"><strong>Regime fiscale agevolato per le piccole aziende agricole<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Legjislacioni tatimor vijon t\u00eb ofroj\u00eb&nbsp;leht\u00ebsira p\u00ebr bizneset e vogla, nga t\u00eb cilat p\u00ebrfitojn\u00eb dhe shum\u00eb fermer\u00eb t\u00eb formalizuar. Aktualisht, individ\u00ebt ose subjektet bujq\u00ebsore me xhiro vjetore posht\u00eb nj\u00eb pragu t\u00eb caktuar g\u00ebzojn\u00eb norm\u00eb t\u00eb ul\u00ebt tatimi mbi fitimin (madje 0% p\u00ebr xhiro minimale) si dhe p\u00ebrjashtim nga TVSH-ja n\u00ebse qarkullimi \u00ebsht\u00eb n\u00ebn pragun e regjistrimit t\u00eb TVSH. K\u00ebto politika synojn\u00eb t\u00eb shmangin ngarkes\u00ebn e tepruar burokratike e fiskale p\u00ebr fermer\u00ebt me prodhimtari t\u00eb vog\u00ebl, n\u00eb m\u00ebnyr\u00eb q\u00eb hyrja e tyre n\u00eb skem\u00ebn formale t\u00eb mos shoq\u00ebrohet me kosto t\u00eb pap\u00ebrballueshme.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>N\u00eb terma praktik\u00eb, kombinimi i&nbsp;masave leht\u00ebsuese&nbsp;(si ato t\u00eb m\u00ebsip\u00ebrmet) me&nbsp;fushatat nd\u00ebshkuese&nbsp;po synon krijimin e nj\u00eb&nbsp;\u201cklime t\u00eb re\u201d&nbsp;n\u00eb tregun e produkteve bujq\u00ebsore: ku t\u00eb gjith\u00eb aktor\u00ebt t\u00eb ken\u00eb detyrim, por edhe interes, t\u00eb operojn\u00eb brenda rregullave t\u00eb formalitetit. Leht\u00ebsirat fiskale u japin fermer\u00ebve&nbsp;arsyen ekonomike&nbsp;p\u00ebr t\u2019u formalizuar (ulje kostosh, p\u00ebrfitim subvencionesh, akses n\u00eb tregje m\u00eb t\u00eb m\u00ebdha), nd\u00ebrsa kontrollet tatimore dhe gjobat u japin&nbsp;nxitjen ligjore&nbsp;p\u00ebr ta b\u00ebr\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb sa m\u00eb shpejt.<\/p>\n<\/blockquote>\n\n\n\n<p>P\u00ebrdit\u00ebsim 2026: Kompensimi 10% TVSH p\u00ebr fermer\u00ebt<\/p>\n\n\n\n<p>Paketa fiskale 2026 ka rikthyer dhe rritur skem\u00ebn e kompensimit t\u00eb TVSH-s\u00eb p\u00ebr prodhuesit bujq\u00ebsor\u00eb. Fermer\u00ebt q\u00eb nuk jan\u00eb t\u00eb regjistruar si tatimpagues TVSH dhe shesin mallrat e tyre tek biznese t\u00eb regjistruara (grumbullues, p\u00ebrpunues ose agroturiz\u00ebm i certifikuar) kan\u00eb t\u00eb drejt\u00eb t\u00eb marrin 10% t\u00eb vler\u00ebs s\u00eb shitjes si rimbursim direkt nga Administrata Tatimore.<\/p>\n\n\n\n<p>Kjo norm\u00eb, q\u00eb kishte qen\u00eb 6% deri n\u00eb 2019 dhe u hoq fare me paket\u00ebn e atij viti, \u00ebsht\u00eb rikthyer n\u00eb nivel m\u00eb t\u00eb lart\u00eb duke synuar nxitjen e formalizimit dhe rritjen e likuiditetit t\u00eb fermer\u00ebve. Efekti fiskal i mas\u00ebs vler\u00ebsohet n\u00eb rreth 1.5 miliard\u00eb lek\u00eb kosto p\u00ebr buxhetin e shtetit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fonde-dhe-projekte-te-huaja-per-formalizimin-e-sektorit\">Fondi e progetti internazionali per la formalizzazione del settore<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-ipard-iii-dhe-bashkimi-europian\">IPARD III dhe Bashkimi Europian<\/h3>\n\n\n\n<p>P\u00ebrpjekjet e Shqip\u00ebris\u00eb p\u00ebr formalizimin dhe zhvillimin e sektorit agro-blegtoral kan\u00eb t\u00ebrhequr edhe&nbsp;mb\u00ebshtetje nga partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb. Nj\u00eb nga instrumentet kryesore \u00ebsht\u00eb&nbsp;Programi IPARD III&nbsp;i Bashkimit Europian, i cili u miratua s\u00eb fundmi p\u00ebr periudh\u00ebn deri n\u00eb vitin 2027. Ky program v\u00eb n\u00eb dispozicion&nbsp;146 milion\u00eb euro grante&nbsp;p\u00ebr bujq\u00ebsin\u00eb dhe zhvillimin rural shqiptar. Fondet e IPARD mund\u00ebsojn\u00eb financimin e projekteve si: modernizimi i fermave (blet\u00ebrritje, pem\u00ebtari, serra etj.), ngritja e kapaciteteve t\u00eb p\u00ebrpunimit (fruta-perime, qum\u00ebshti, mishi), zhvillimi i agroturizmit dhe p\u00ebrmir\u00ebsimi i standardeve t\u00eb siguris\u00eb ushqimore n\u00ebp\u00ebr ferma e fabrika. <\/p>\n\n\n\n<p>Deri tani, me mb\u00ebshtetjen e programeve IPARD II dhe III, qindra fermer\u00eb dhe agrobiznese shqiptare kan\u00eb p\u00ebrfituar bashk\u00eb-financim p\u00ebr t\u00eb bler\u00eb makineri, p\u00ebr t\u00eb nd\u00ebrtuar magazina frigoriferike apo p\u00ebr t\u00eb certifikuar produktet e tyre sipas standarteve t\u00eb BE. K\u00ebto investime t\u00eb nxitura nga BE jo vet\u00ebm rrisin produktivitetin dhe cil\u00ebsin\u00eb e prodhimeve vendase, por edhe&nbsp;k\u00ebrkojn\u00eb q\u00eb p\u00ebrfituesit t\u00eb jen\u00eb formal\u00eb&nbsp;(t\u00eb regjistruar si subjekte, me faturime korrekte, me zbatim t\u00eb rregullave mjedisore e veterinare). N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, fondet e huaja sh\u00ebrbejn\u00eb edhe si&nbsp;karrem pozitiv&nbsp;p\u00ebr formalizim: vet\u00ebm ata q\u00eb plot\u00ebsojn\u00eb kriteret ligjore mund t\u00eb p\u00ebrfitojn\u00eb nga grantet e BE-s\u00eb.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-banka-boterore\">Banka Bot\u00ebrore<\/h3>\n\n\n\n<p>P\u00ebrve\u00e7 fondeve t\u00eb BE-s\u00eb,&nbsp;institucione t\u00eb tjera nd\u00ebrkomb\u00ebtare&nbsp;kan\u00eb kontribuar me projekte e kredi n\u00eb k\u00ebt\u00eb sektor. Nj\u00eb shembull \u00ebsht\u00eb projekti i ri i financuar nga&nbsp;Banka Bot\u00ebrore&nbsp;me vler\u00eb 70 milion\u00eb USD, i cili u b\u00eb efektiv n\u00eb shkurt 2024. Ky projekt synon rritjen e konkurrueshm\u00ebris\u00eb s\u00eb zinxhir\u00ebve agroushqimor\u00eb dhe p\u00ebrfshin komponent\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr&nbsp;aksesin n\u00eb treg dhe p\u00ebrputhshm\u00ebrin\u00eb me standardet. N\u00eb ve\u00e7anti,&nbsp;Komponenti 2&nbsp;i projektit fokusohet te&nbsp;rritja e p\u00ebrputhshm\u00ebris\u00eb me standardet e siguris\u00eb ushqimore, veterinare dhe fitosanitare, duke adresuar mekanizmat aktual\u00eb t\u00eb dob\u00ebt t\u00eb inspektimit dhe kontrollit zyrtar <\/p>\n\n\n\n<p>Me financimin e Bank\u00ebs Bot\u00ebrore pritet t\u00eb forcohen kapacitetet institucionale (laborator\u00ebt, inspektoratet) dhe t\u00eb implementohen sisteme m\u00eb efikase monitorimi p\u00ebr sigurin\u00eb ushqimore. Nj\u00ebkoh\u00ebsisht,&nbsp;Projekti p\u00ebr Q\u00ebndrueshm\u00ebrin\u00eb Klimatike n\u00eb Bujq\u00ebsi&nbsp;(po nga Banka Bot\u00ebrore) mb\u00ebshtet krijimin e infrastrukturave t\u00eb tregut q\u00eb u japin fermer\u00ebve mund\u00ebsi m\u00eb t\u00eb mira shitjeje. Nd\u00ebrhyrje t\u00eb tilla (p.sh. nd\u00ebrtimi i tregjeve agroushqimore apo pikave t\u00eb grumbullimit me standarde) jan\u00eb shpesh pjes\u00eb e programeve t\u00eb huaja, si\u00e7 ilustrohet nga investimet n\u00eb&nbsp;\u201cEkonomin\u00eb Blu\u201d&nbsp;p\u00ebr nd\u00ebrtimin e tregjeve t\u00eb peshkut n\u00eb zonat bregdetare, t\u00eb cilat p\u00ebrfshijn\u00eb edhe formalizimin e peshkimit artizanal.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-partneret-e-tjere-nderkombetare\">Partner\u00ebt e tjer\u00eb nd\u00ebrkomb\u00ebtar\u00eb<\/h3>\n\n\n\n<p>Edhe agjenci t\u00eb tjera si&nbsp;GIZ-i gjerman, USAID-i amerikan dhe FAO&nbsp;kan\u00eb kontribuar me asistenc\u00eb teknike n\u00eb sektor. P\u00ebr shembull, p\u00ebrmes projekteve pilot jan\u00eb ofruar trajnime p\u00ebr fermer\u00ebt mbi sigurin\u00eb ushqimore, jan\u00eb ngritur platforma dixhitale tregu q\u00eb lidhin prodhuesit me tregtar\u00ebt, dhe \u00ebsht\u00eb mb\u00ebshtetur&nbsp;Autoriteti Komb\u00ebtar i Ushqimit (AKU)&nbsp;me ekspertiz\u00eb p\u00ebr rritjen e kapaciteteve inspektuese. Shum\u00eb nga k\u00ebto projekte synojn\u00eb harmonizimin e sistemit shqiptar me&nbsp;standardet e BE-s\u00eb, pasi formalizimi i tregut bujq\u00ebsor dhe garantimi i siguris\u00eb ushqimore jan\u00eb kushte t\u00eb r\u00ebnd\u00ebsishme n\u00eb procesin e integrimit europian.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>N\u00eb p\u00ebrmbledhje, prania e fondeve dhe projekteve t\u00eb huaja ka krijuar nj\u00eb&nbsp;shtys\u00eb t\u00eb dyfisht\u00eb: (1) fonde p\u00ebr investime konkrete q\u00eb k\u00ebrkojn\u00eb p\u00ebrmbushjen e kritereve ligjore (duke nxitur subjektet t\u00eb formalizohen p\u00ebr t\u00eb p\u00ebrfituar), dhe (2) transferim dijesh dhe modelesh t\u00eb suksesshme mbi si t\u00eb zhvillohet nj\u00eb treg agro-blegtoral modern, i formalizuar dhe i q\u00ebndruesh\u00ebm.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">Sistemi i ri i gjurmueshm\u00ebris\u00eb: kodi &#8220;lot&#8221; nga janari 2026<\/h2>\n\n\n\n<p>Nga 1 janari 2026, t\u00eb gjitha produktet ushqimore q\u00eb qarkullojn\u00eb n\u00eb tregun shqiptar duhet t\u00eb mbajn\u00eb nj\u00eb kod identifikimi t\u00eb njohur si &#8220;lot&#8221;. Ky kod mund\u00ebson identifikimin e seris\u00eb s\u00eb prodhimit, dat\u00ebs dhe vendit t\u00eb origjin\u00ebs, dhe lejon autoriteteve dhe bizneseve t\u00eb gjurmojn\u00eb nj\u00eb produkt t\u00eb caktuar p\u00ebrgjat\u00eb gjith\u00eb zinxhirit: nga ferma, te p\u00ebrpunimi, te tregu.<\/p>\n\n\n\n<p>Ky detyrim vjen nga Udh\u00ebzimi i Ministris\u00eb s\u00eb Bujq\u00ebsis\u00eb dhe Zhvillimit Rural i botuar n\u00eb Fletoren Zyrtare, dhe AKU \u00ebsht\u00eb ngarkuar me monitorimin e zbatimit. Produktet e prodhuara dhe etiketuara para hyrjes n\u00eb fuqi t\u00eb udh\u00ebzimit lejohen t\u00eb q\u00ebndrojn\u00eb n\u00eb treg deri n\u00eb shterimin e stoqeve.<\/p>\n\n\n\n<p>P\u00ebrjashtimet kryesore: produktet bujq\u00ebsore t\u00eb shitura drejtp\u00ebrdrejt nga ferma (para peshimit dhe paketimit formal), produktet e paketuara me k\u00ebrkes\u00eb t\u00eb bler\u00ebsit n\u00eb pik\u00ebn e shitjes, dhe pakoja me sip\u00ebrfaqe n\u00ebn 10 cm\u00b2.<\/p>\n\n\n\n<p>\u00c7far\u00eb do t\u00eb thot\u00eb kjo n\u00eb praktik\u00eb: bizneset q\u00eb blejn\u00eb dhe rishitjn\u00eb produkte ushqimore duhet t\u00eb sigurohen q\u00eb mallrat e tyre t\u00eb jen\u00eb t\u00eb etiketuara me kodin lot, dhe t\u00eb mbajn\u00eb dokumentacion q\u00eb tregon burimin e seris\u00eb. Kjo lidhet drejtp\u00ebrdrejt me fiskalizimin: fatura tatimore dhe kodi lot duhet t\u00eb ecin krah p\u00ebr krah.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-roli-i-aku-dhe-zhvillimet-e-fundit-ne-sigurine-ushqimore\">Il ruolo dell'AKU e i recenti sviluppi nel campo della sicurezza alimentare<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-skandalet-dhe-dobesite-e-zbuluara\">Skandalet dhe dob\u00ebsit\u00eb e zbuluara<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.bujqesia.gov.al\/autoriteti-kombetar-i-ushqimit\/\" target=\"_blank\" rel=\"noreferrer noopener\">Autorit\u00e0 nazionale per l'alimentazione (AKU)<\/a>&nbsp;\u00ebsht\u00eb institucioni kryesor p\u00ebrgjegj\u00ebs p\u00ebr inspektimin e cil\u00ebsis\u00eb dhe siguris\u00eb s\u00eb produkteve ushqimore n\u00eb Shqip\u00ebri \u2013 pra hallka tjet\u00ebr thelb\u00ebsore (p\u00ebrve\u00e7 tatimeve) p\u00ebr formalizimin e tregut agro-blegtoral. N\u00ebse administrata tatimore kujdeset p\u00ebr&nbsp;faturimin dhe trajtimin fiskal&nbsp;t\u00eb mallrave, AKU kujdeset p\u00ebr&nbsp;kontrollin cil\u00ebsor e sanitar&nbsp;t\u00eb tyre (p.sh. q\u00eb mishi t\u00eb jet\u00eb i certifikuar, perimet pa mbetje pesticide mbi norm\u00eb, qum\u00ebshti i pasterizuar etj.). <\/p>\n\n\n\n<p>N\u00eb teori, k\u00ebto dy institucione duhet t\u00eb punojn\u00eb paralelisht: nj\u00eb treg i formalizuar (me fatur\u00eb) \u00ebsht\u00eb m\u00eb i gjurmuesh\u00ebm dhe m\u00eb i kontrolluesh\u00ebm nga AKU p\u00ebr sigurin\u00eb ushqimore. Megjithat\u00eb, realiteti vitet e fundit tregoi se&nbsp;AKU ka qen\u00eb hallk\u00eb e dob\u00ebt, ku informaliteti dhe mungesa e p\u00ebrgjegjshm\u00ebris\u00eb kan\u00eb lejuar q\u00eb n\u00eb treg t\u00eb qarkullojn\u00eb produkte t\u00eb rrezikshme p\u00ebr sh\u00ebndetin.<\/p>\n\n\n\n<p>Gjat\u00eb viteve 2022\u20132024 u sh\u00ebnuan&nbsp;nj\u00eb seri skandalesh ushqimore&nbsp;q\u00eb vun\u00eb n\u00eb pik\u00ebpyetje efikasitetin e AKU-s\u00eb. N\u00eb tregun shqiptar u zbuluan raste t\u00eb p\u00ebrs\u00ebritura t\u00eb&nbsp;ushqimeve t\u00eb kontaminuara, duke filluar nga ngarkesa me mish importi me&nbsp;salmonel\u00eb&nbsp;e deri te fruta me nivele t\u00eb larta pesticidi. Kulmi u arrit n\u00eb fillim t\u00eb vitit 2025, kur doli n\u00eb drit\u00eb se&nbsp;dhjet\u00ebra ton\u00eb mish pule me salmonel\u00eb&nbsp;ishin futur n\u00eb Shqip\u00ebri nga Brazili dhe kishin p\u00ebrfunduar n\u00eb treg p\u00ebr konsum. <\/p>\n\n\n\n<p>Po ashtu, m\u00eb par\u00eb&nbsp;tonelata me mandarina&nbsp;shqiptare t\u00eb eksportuara drejt Kroacis\u00eb u rezultuan me mbetje t\u00eb tep\u00ebrta pesticide, duke shkaktuar kthimin mbrapsht t\u00eb ngarkes\u00ebs. K\u00ebto ngjarje ekspozuan mang\u00ebsit\u00eb serioze n\u00eb kontrollet kufitare e t\u00eb brendshme t\u00eb ushqimit. Madje autoritetet ligjzbatuese zbuluan dyshime p\u00ebr korrupsion brenda vet\u00eb AKU-s\u00eb: n\u00eb rastin e mishit me salmonel\u00eb u proceduan penalisht pronar\u00ebt e firmave importuese dhe shp\u00ebrndar\u00ebse,&nbsp;si dhe u vun\u00eb n\u00ebn hetim 3 inspektor\u00eb t\u00eb AKU-s\u00eb, q\u00eb dyshohet se lejuan futjen e k\u00ebsaj mishi t\u00eb pasigurt n\u00eb treg. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-masat-e-marra-dhe-ristrukturimi\">Masat e marra dhe ristrukturimi<\/h3>\n\n\n\n<p>Pra,&nbsp;mosnd\u00ebshkueshm\u00ebriadhe&nbsp;keq-menaxhimi&nbsp;brenda AKU-s\u00eb ishin kthyer n\u00eb problem serioz, duke rrezikuar sh\u00ebndetin publik dhe duke minuar p\u00ebrpjekjet p\u00ebr formalizim (pasi konsumator\u00ebt humbasin besimin, konkurrenca e ndershme d\u00ebmtohet nga ata q\u00eb shesin mallra jasht\u00eb standardit, etj.).<\/p>\n\n\n\n<p>P\u00ebrball\u00eb k\u00ebsaj situate alarmante, qeveria shqiptare mori masa&nbsp;radikale p\u00ebr reformimin e AKU-s\u00eb. N\u00eb shtator 2024 u hodh\u00ebn bazat ligjore p\u00ebr nj\u00eb&nbsp;ristrukturim t\u00eb plot\u00eb: u miratuan ndryshime n\u00eb ligjin \u201cP\u00ebr inspektimet\u201d q\u00eb parashikojn\u00eb&nbsp;shkrirjen e AKU-s\u00eb&nbsp;n\u00eb form\u00ebn aktuale dhe&nbsp;bashkimin e saj me Autoritetin e Veterinaris\u00eb dhe Mbrojtjes s\u00eb Bim\u00ebven\u00eb nj\u00eb trup\u00eb t\u00eb vetme inspektuese. <\/p>\n\n\n\n<p>Me fjal\u00eb t\u00eb thjeshta, do t\u00eb krijohet nj\u00eb&nbsp;institucion i ri komb\u00ebtar&nbsp;q\u00eb do t\u00eb merret si me kontrollin zyrtar ushqimor (p\u00ebr produktet ushqimore p\u00ebr njer\u00ebzit), ashtu edhe me kontrollin veterinar e fitosanitar (p\u00ebr kafsh\u00ebt dhe bim\u00ebt). Kjo reform\u00eb synon t\u00eb eliminoj\u00eb mbivendosjet, t\u00eb forcoj\u00eb koordinimin dhe&nbsp;t\u00eb rris\u00eb llogaridh\u00ebnien: kur p\u00ebrgjegj\u00ebsia \u00ebsht\u00eb e p\u00ebrqendruar n\u00eb nj\u00eb ent t\u00eb vet\u00ebm, b\u00ebhet m\u00eb e leht\u00eb edhe k\u00ebrkimi i llogaris\u00eb p\u00ebr d\u00ebshtime apo suksese. Ligji parashikon q\u00eb ky riorganizim t\u00eb vihet n\u00eb zbatim brenda vitit 2025, pasi t\u00eb nxirren aktet n\u00ebnligjore dhe t\u00eb b\u00ebhet tranzicioni i personelit dhe funksioneve. N\u00eb thelb, qeveria po sinjalizon se&nbsp;\u201cAKU-ja q\u00eb njohim do pushoj\u00eb s\u00eb ekzistuari\u201d&nbsp;\u2013 p\u00ebr t\u2019u z\u00ebvend\u00ebsuar nga nj\u00eb struktur\u00eb e re, shpresohet me integritet e efikasitet m\u00eb t\u00eb lart\u00eb.<\/p>\n\n\n\n<p>P\u00ebrve\u00e7 ndryshimeve ligjore afatmesme, jan\u00eb marr\u00eb edhe&nbsp;masa t\u00eb menj\u00ebhershme ekzekutive&nbsp;p\u00ebr t\u00eb shmangur p\u00ebrs\u00ebritjen e skandaleve gjat\u00eb periudh\u00ebs s\u00eb tranzicionit. Ministrja e Bujq\u00ebsis\u00eb, znj. Anila Denaj, njoftoi n\u00eb korrik 2025 se ka&nbsp;pezulluar p\u00ebrkoh\u00ebsisht aktivitetet inspektuese t\u00eb AKU&nbsp;q\u00eb kryheshin jasht\u00eb planeve zyrtare ose pa miratim. Me nj\u00eb urdh\u00ebr t\u00eb posa\u00e7\u00ebm, \u00e7do kontroll i paplanifikuar apo i pambik\u00ebqyrur nga qendra \u00ebsht\u00eb ndaluar, me q\u00ebllim shmangien e abuzimeve apo korrupsionit t\u00eb mundsh\u00ebm n\u00ebn petkun e inspektimeve spontane. <\/p>\n\n\n\n<p>Paralelisht, u ngrit nj\u00eb&nbsp;Komision i Posa\u00e7\u00ebm me 5 an\u00ebtar\u00eb&nbsp;(ku p\u00ebrfshihen 3 ekspert\u00eb nga Universiteti Bujq\u00ebsor i Tiran\u00ebs) p\u00ebr&nbsp;rivler\u00ebsimin e trup\u00ebs ekzistuese t\u00eb inspektor\u00ebve t\u00eb AKU. Ky komision do t\u00eb testoj\u00eb dhe intervistoj\u00eb t\u00eb gjith\u00eb inspektor\u00ebt aktual\u00eb \u2013 me shkrim dhe me goj\u00eb \u2013 p\u00ebr t\u00eb verifikuar aft\u00ebsit\u00eb e tyre profesionale dhe nivelin e integritetit. Vet\u00ebm ata q\u00eb kalojn\u00eb me sukses k\u00ebt\u00eb filt\u00ebr do t\u00eb vazhdojn\u00eb pun\u00ebn n\u00eb struktur\u00ebn e re inspektuese. Nj\u00ebherazi, komisioni do t\u00eb shqyrtoj\u00eb kandidaturat e reja p\u00ebr inspektor\u00eb, me synimin p\u00ebr t\u00eb sjell\u00eb&nbsp;nj\u00eb frym\u00eb t\u00eb re dhe etik\u00eb t\u00eb re pune&nbsp;n\u00eb institucion Sipas ministres Denaj, ky proces \u00ebsht\u00eb jetik p\u00ebr t\u00eb garantuar se inspektor\u00ebt e ardhsh\u00ebm do t\u00eb jen\u00eb \u201ct\u00eb aft\u00eb, profesional\u00eb dhe me integritet\u201d, duke rikthyer besimin e publikut tek mbik\u00ebqyrja ushqimore.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-e-ardhmja\">E ardhmja<\/h3>\n\n\n\n<p>P\u00ebr m\u00eb tep\u00ebr, qeveria ka deklaruar se&nbsp;siguria ushqimore&nbsp;do t\u00eb mbetet fokus kryesor edhe n\u00eb buxhetet e ardhshme (si\u00e7 u pa me shtesat buxhetore p\u00ebr AKU n\u00eb 2025).
