Why do we need fiscalization?
It's not a new tax. – The Law No. 87/2019 “On the Invoice and the Monitoring System of Turnover” And the changes it brings do not produce any alteration in the current tax scheme. For all taxpayers who declare and pay these obligations, there is no change in the burden of their liabilities.
Fiscalization focuses on those who do not declare and do not pay their obligations in accordance with the law. With this new financial reporting process, we ensure better oversight and more efficient tax inspections, while giving every citizen the opportunity to verify whether the taxes they pay on goods and services are declared in the tax system.
It helps us lower taxes. – With the fiscalization project, we reduce the informal economy. This ensures that more individuals who are currently operating in the black market, without declaring and paying their obligations, will now pay their dues. In an informal economy, those who pay bear the burden for those who don't. Formalizing the economy expands the circle of taxpayers, thereby creating real opportunities to lower taxes.
People who don't pay taxes are stealing from all of us. – A taxpayer who does not pay his obligations is stealing from every Albanian citizen. Tax collection is directly linked to public investments: roads, schools, hospitals, parks, etc. Whenever any of us pays for a service or a good, we also pay the VAT. When a business fails to declare it, these revenues—instead of boosting the state budget and thereby public investments—end up in the pockets of those who abuse our money.
There is no change for regular taxpayers. – For regular taxpayers, this project brings no fundamental change. They will need to modernize their reporting format with new technology, but without affecting their business operations and with very little, if any, financial impact.
It helps us identify irregularities. – The new system will allow every citizen to verify whether the invoice for the goods or services they have paid for has been reported to the tax system. With very simple steps, by scanning the invoice's unique parameters, you will be able to verify whether it has been reported to the tax system. This way you will have the opportunity to exercise your rights as a citizen and to report when someone issues an irregular invoice.
Modernizes your business The new fiscalization system encourages the entire economy to use less paper and bureaucracy, moving toward an electronic transaction system. This system modernizes the entire economy, increasing its efficiency.
Membership in the EU – the modernization of the tax system, transparency in doing business, the use of electronic invoicing (e-invoicing – in accordance with European Union standards), are all necessary prerequisites that will help us on our journey to join the European Union.
Let's avoid the non-payers. With the electronic invoicing system (e-invoicing), it's easier to track payments and identify companies that create payment defaults by failing to pay invoices within the required period. Let's uncover the non-payers who undermine the entire financial system of the country.
