Call for applications (residential consumers) solar panels for domestic hot water for residential consumers Phase II

Information

The scheme to promote the use of solar panels for water heating by residential customers aims to subsidize 70% of the cost by the Energy Efficiency Agency. This measure aims to:

  • Reducing electricity consumption and improving the supply of domestic hot water;
  • Reduction of CO emissions2

This is the second call for applications, which is directed at interested household customers for the installation of solar panels for water heating for up to 2,000 (two thousand) household consumers, who will be selected to benefit from this support scheme.

Family clients applying for mass support benefits will only be able to receive the service at one of the entities published by the Energy Efficiency Agency.

Family clients must apply with documentation in accordance with the criteria published on the official AEE website., www.eficenca.gov.al starting from November 1, 2022, according to the principle of “first come, first served”.

Criteria

Family clients seeking to apply for the investment realization support benefit must meet the following criteria:

  1. Submit an existing contract with OSHEE/Universal Service Provider where you are classified as a family subscriber and a history of energy consumption for at least 6 months, which should not be less than 250 kWh per month. This criterion does not apply to customers receiving economic assistance from the ministry responsible for social affairs.;
  2. To prove that they are not debtors to OSHEE/FSHU;
  3. To possess a property certificate for the apartment or dwelling unit (cases that are in the process of legalization will not be considered).

Documentation

List of documents that residential consumers must submit to apply on the online platform:

  1. Identification document (passport/ID card);
  2. Family Certificate;
  3. Certificate of Ownership;
  4. Electricity bills for the last 6 months;
  5. To present a debit certificate from e-albania, certifying that they are not indebted to OSHEE/FSHU for electricity payments, or are in an installment payment agreement for outstanding debts.;
  6. Photos clearly showing the exterior of the building where solar panels will be installed for water heating.
  7. According to the document proving they are beneficiaries of economic assistance;
  8. Self-declaration form according to Annex No. 2.

Application

Family clients who qualify for the benefit of this support scheme will need to choose one of the entities notified by the Energy Efficiency Agency to receive the service.

  • All eligible family clients will apply through the portal. www.eficenca.al published, uploading all required documentation. The portal automatically ranks the first applications that are assigned the corresponding serial number.

  • Upon receiving confirmation from the Agency, the client family must confirm the order with the trading entity within 7 business days by making a 30% payment of the invoice. The payment mandate is sent by the trading entity to the Energy Efficiency Agency and registered.
  • Residential customers who do not confirm the order and, as a result, fail to submit the payment mandate for 30% of the invoice within the deadlines of paragraph 3 (within 7 business days from confirmation of application approval) of this Section lose the right to financing. These clients are entitled to reapply by submitting a new application.
  • In case a family client withdraws from the application, their position is filled by the next applicant, until the quotas are refilled.
  • From the moment a family customer prepays their bill, commercial entities must install the system within 15 working days. Administrative measures for non-compliance with deadlines are stipulated in the standard contract between the Energy Efficiency Agency and commercial entities.
  • Family clients must in every case comply with current legislation for the installation of these panels, as well as obtain the agreement of other co-owners if applicable.
