The year 2025 was dynamic for the economy and business. Several legal, technological, and economic developments left a strong mark on the daily lives of entrepreneurs and finance professionals. Here are some of the most significant events:
Legal Changes Impacting Businesses
Minimum Wage Increase
At the end of the year, the increase of the national basic monthly minimum wage in Albania to 50,000 ALL (from 40,000 ALL) was approved, effective January 1, 2026. This 25% increase is expected to directly impact both employees (who will receive higher net wages) and employers (with slightly higher social contribution costs). Financial planning for the beginning of the year will reflect this significant change for many businesses.
"Fiscal Peace" and Debt Forgiveness
Throughout 2025, an initiative for the forgiveness of past tax liabilities (referred to as "Fiscal Peace") was widely debated. This initiative aims to provide businesses with old tax debts an opportunity to clear their financial past, in exchange for meeting specific conditions. However, experts and international organizations (such as the IMF) warned that such a fiscal amnesty could undermine tax discipline and risk long-term fiscal stability. Consequently, the Government has approached this with caution, balancing taxpayer relief with the preservation of a tax-paying culture.
New Regulators and Policies
Albanian authorities continued efforts to align the legal framework with EU standards. A key example is the new draft law "On Crypto-Asset Markets," drafted this year. This framework aims to regulate the cryptocurrency and digital asset market in our country, fully aligning it with European Union standards. For fintech businesses and crypto investors, this development offers greater legal clarity and security, bringing Albania closer to international best practices.
Technological Developments and Innovation
Artificial Intelligence (AI) Integration
In 2025, the use of new technologies shifted from a trend to a tangible business reality. Artificial Intelligence, in particular, saw exponential growth in global adoption. Studies show that approximately 78% of companies worldwide are already using forms of AI in their daily operations, while over 90% of businesses are either using it or actively exploring it.
In Albania, companies began experimenting more broadly with tools like virtual assistants, automated financial analysis, and Natural Language Processing (NLP) platforms to increase efficiency. On our blog, we have extensively covered AI and the Economist, discussing how this technology brings opportunities (automation, better analysis) but also risks (the need for staff upskilling, data security). Overall, 2025 confirmed that technological innovation is no longer a luxury but a necessity to remain competitive.
Regulation of Crypto-Assets and FinTech
As mentioned, Financial Technology (FinTech) received special attention this year. Beyond the new legal framework for crypto-assets, there was an increased awareness of the importance of cybersecurity in the banking and digital payments sector. Businesses faced the need to update their IT systems to protect against cyber threats as more transactions and communications moved online. Simultaneously, government and banking electronic platforms improved, making it easier for entrepreneurs to conduct tasks such as online applications and electronic tax filings. Technology continued to be the primary ally of efficiency for businesses in 2025.

A Stable Macroeconomic Environment
Lajm i mirë për të gjithë komunitetin e biznesit ishte vazhdimi i një rritjeje ekonomike të qëndrueshme. Sipas raportimeve të FMN-së, ekonomia shqiptare u rrit me rreth 3.5% në vitin 2025, e nxitur kryesisht nga turizmi në lulëzim dhe konsumii privat i fortë. Inflacioni u mbajt në nivele relativisht të ulëta krahasuar me vitet e kaluara, ndërsa borxhi publik vazhdoi prirjen në ulje, elemente që krijuan një terren më të sigurt për planifikimin afatgjatë të bizneseve. Një ambient me inflacion të ulët do të thotë kosto më pak të paparashikueshme për lëndët e para dhe shërbimet, çka u reflektua pozitivisht në stabilitetin e çmimeve.

Viti 2025 pa rekorde të reja në turizëm, jo vetëm gjatë sezonit veror por edhe në atë dimëror. Shqipëria mirëpriti numër të lartë vizitorësh, duke i dhënë hov sektorit të shërbimeve, akomodimit dhe transportit. Kjo hov ekonomik u ndje sidomos në zonat bregdetare e ato malore, ku shumë sipërmarrës lokalë panë rritje të ndjeshme të xhirove. Po ashtu, vazhdoi trendi i investimeve të huaja dhe projekteve infrastrukturore, elementë që krijojnë mundësi të reja biznesi për firmat vendase në sektorë të ndryshëm (ndërtim, energji, teknologji etj.). Në tërësi, klima e biznesit në 2025 u perceptua pozitive, pavarësisht sfidave globale, dhe besimi i investitorëve mbeti në nivele inkurajuese.

Following a period of rising interest rates, 2025 saw a stabilization of monetary policies. The Bank of Albania maintained a cautious stance, keeping base rates relatively unchanged, which helped stabilize loan costs for businesses. The banking sector remained healthy and liquid, meaning entrepreneurs had stable access to financing, allowing business economists to plan investments with less market uncertainty.
