- Today, fiscal management is fully operational, and the benefits promised back then—reducing the informal economy, fairness among taxpayers, and the ability to verify invoices—are a reality, not a promise.
- Law No. 87/2019 “On the Invoice and the Monitoring System of Turnover” did not change the burden of obligations for compliant taxpayers, only the reporting format.

In August 2020, the General Directorate of Taxation published the reasons why fiscalization, based on Law No. 87/2019 “On the Invoice and the System for Monitoring Turnover,” would serve the Albanian economy, even though the system had not yet been fully implemented.
From our daily work, we see that some businesses still view fiscalization simply as bureaucracy or an extra cost, without realizing that it is precisely what protects honest taxpayers from the unfair competition of those who do not declare their taxes.

How was fiscalization introduced in 2020?
What did the new system promise?
DPT emphasized that fiscalization did not involve changes to the tax structure but aimed to reduce the informal economy by expanding the circle of taxpayers and creating conditions for subsequent tax cuts, as well as giving every citizen the ability to verify whether an invoice had been reported to the tax system.
Why didn't it change the burden on honest taxpayers?
For businesses that regularly filed and paid their obligations, fiscalization required only the modernization of the reporting format through certified software, with no additional financial impact on their tax liabilities.
Every time there is a tax or financial change that affects your business, we notify you directly by email with a practical explanation.

Benefits are a reality, not a promise.
Today, with the fully operational fiscalization, every client can verify whether their invoice has been reported to the tax system, and the informal economy has been significantly reduced compared to the period before 2020. These are no longer goals, but concrete effects of the system in practice.
How we handle this with our clients
When a client perceives fiscalization simply as an additional cost, we explain that properly maintaining electronic invoicing protects them from unfair competition by businesses that don't report, and that it hasn't changed their actual tax burden.
