- In September 2019, the General Directorate of Taxes (GDT) and the National Business Center (NBC) signed a cooperation agreement to improve the real-time electronic exchange of data between the two institutions.
- The goal was to reduce paper-based procedures and enable both institutions to instantly consult a taxpayer's situation.
- Both institutions, DPT and QKB, continue to operate today under the same names, and the laws on which the agreement was based remain in force in their updated versions.
- There are draft bills in public consultation that may change the legal framework for business registration and the QKB in the future, so any specific details should be verified with the official source.
On September 8, 2019, The directors general of the General Directorate of Taxation (DPT) and of the National Business Center (QKB) signed a cooperation agreement that enhanced the electronic data exchange protocol between the two institutions, making it real-time.
In our daily work, we often see businesses that don't realize much of their data is already automatically shared among government institutions, and for that reason they keep submitting additional documents that the administration already has, simply because they received them from another agency.
What changed with the 2019 agreement?
Real-time data exchange
The agreement ensured the reflection of the legal changes of the 2019 fiscal package, the electronic exchange of data by eliminating part of the paper-based procedures, the acquisition of additional data on entities registered in the commercial register managed by the QKB, and the ability to consult in real time a business's tax status, with the aim of shortening the processing times for taxpayer requests.
Legal basis of the agreement
The agreement was concluded in accordance with Law No. 131/2015 “For the National Business Center,” Article 69 of Law No. 9723, dated May 3, 2007, “On Business Registration,” and Law No. 9920, dated May 19, 2008, “On Tax Procedures in the Republic of Albania.” All three of these laws remain in force today in their updated versions incorporating the interim amendments.

Fewer paperwork procedures
When two institutions exchange data directly, the business no longer needs to physically bring documents that one institution has requested directly from the other. This shortens request processing time and reduces the risk of errors from manually transcribing data from one institution to another.
How we handle this with our clients
When we represent a client before the DPT or QKB, we know which data already circulates automatically among institutions, so we focus the client's time only on those documents that are still required in physical or electronic form directly from them.
Frequently asked questions
Do DPT and QKB still exist under these names?
Yes, both institutions operate today under the same names and roles. There has been no merger or renaming of them.
Has the legal basis referred to in the agreement changed?
The fundamental laws remain in effect in updated versions. There are draft bills in the public consultation process that affect the business registration and QKB framework, so any specific details should be verified with the official source before relying on them.
Should the business itself do anything about this data exchange?
No, the exchange takes place directly between institutions. The business benefits passively through faster procedures and fewer duplicate documents.
