Notice regarding the change in the regime of existing fiscal devices

The General Directorate of Taxes brings to the attention of all taxpayers, who, pursuant to the Council of Ministers' Decision No. 576, dated July 22, 2020, meet the conditions for not being part of the VAT scheme, that they must be submitted:

  • to the companies with which they have contracted for the maintenance of existing fiscal devices, in order to change the VAT regime.
  • at the Regional Tax Directorates, to obtain a Block of Simple Tax Invoices, Model 4.

Alternatively, all taxpayers who make cash sales and simultaneously meet the conditions of point 1 of Decree No. 220 date 03/12/2020 “For the determination of the category of taxpayers and the criteria for using the simplified fiscalization procedure, as amended, they may use the platform.’ SelfCare, which is free, without needing to use and maintain existing fiscal devices.

Terms of Use SelfCare for cash sales, which must be fulfilled by taxpayers, according to the aforementioned Government Decree, are:

  1. They are not subject to value-added tax.;
  2. They have tax obligations under the simplified profit tax for small businesses.;
  3. They do not have more than one location where they conduct business activities.
  4. They have the legal status “Natural person” and the employment category “Sole proprietor.”
