Procedure for issuing electronic invoices

All taxpayers must take the necessary measures to fulfill their legal obligations under the Law. No. 87/2019 “On the Invoice and the System for Monitoring Turnover.”.

As of January 1, 2021, invoices issued to State Public Authorities must be Electronic Invoices and exchanged through the Central Invoice Platform.

As for invoices issued between taxpayers, these must be Electronic Invoices and exchanged through the Central Invoicing Platform starting July 1, 2021.

To issue an electronic invoice, taxpayers must meet the following requirements:

  • Internet access at the location where electronic invoices are issued.
  • Equipment with an Electronic Certificate from the National Agency of the Information Society (NAISI)

  • Access the Central Invoicing Platform using your E-Albania credentials at the address: https://efiskalizimi-app.tatime.gov.al/self-care
  • Completion of data for the fiscalization process according to the sub-points:
    • Determination of the Internet service provider for the locations where business activities are conducted.
    • Determination of ownership of the premises and the area for the locations where business activities are carried out.
    • Defining the invoice sequential number rule
    • Definition of business activities referred to by NACE Rev. 2 codes.
    • Defining the working hours for each business activity location.
    • Determining the map coordinates for each location where business activities are carried out.
    • Adding contacts for each business location.
    • Add the operator(s) who will issue the electronic invoice.
  • Uploading the electronic certificate to initiate the process of issuing electronic invoices.

Once you have fulfilled the requirements listed above, you can now issue electronic invoices through the Central Invoicing Platform for State Public Authorities.
