Invitation to Negotiate for the production of a communication campaign for taxpayers subject to Law No. 87/2019 of December 18, 2019 “On the Invoice and the Monitoring System of Turnover,” as amended, for the General Directorate of Taxes.
Based on Decision No. 1195, dated August 5, 2008, of the Council of Ministers “On the purchase, development, production, and co-production of advertising programs for broadcast by radio and television operators or for publication in the written media, and for contracts for airtime with State Administration bodies,” paragraph 9, the General Directorate of Taxes sends you this invitation to participate in the implementation and production of a communication campaign, which must include the following elements:
- Preparation of the communication campaign concept, including its visual elements, the logo, and the dedicated slogan, for taxpayers who, in accordance with Law No. 87 of December 18, 2019 “On the invoice and the monitoring system for turnover,” as amended, are required to fiscalize their transactions.
- Preparation of two electronic brochure templates.
- Preparation of eight informational advertising spots (video) with a runtime of 25 seconds. The spot will be finished with the coat of arms of the Republic of Albania and the logos of the General Directorate of Taxes and the AKSHI.
- Preparation of eight informational radio commercials, each 25 seconds long.
- Broadcast of advertising spots on at least two national television channels and five local television channels, three times per day on each channel, during prime time. The television broadcast period will run until December 31, 2020. The offer must include the daily rate for television broadcasting.
- Broadcasting of advertising spots on national radio stations, with a frequency of five times per day during peak hours. The radio broadcast period will run until December 31, 2020. The offer must include the daily rate for radio broadcasting.
- Preparation of 10 technical explainer videos, with footage or graphics, outlining the steps to be followed for fiscalization, with a runtime of 40 seconds.
- Preparation of 10 case-study videos, each 120 seconds long, on topics based on the experiences and cases of subjects who have been taxed.
- Ten poster designs and printing of each in 20 copies.
- The above materials must include the logos of the Ministry of Finance and Economy, the DPT, and AKSHI.
The maximum fund made available for the production of the above materials and their broadcast on national radio and television will be 16,850,000 (sixteen million eight hundred fifty thousand) lek, excluding VAT.
The deadline for submitting offers to the General Directorate of Taxes from media outlets/specialized agencies is December 17, 2020, at 12:00 PM.
