Fiscalization: Training Calendar

From November 16 to December 31, 2020, online training will be held at each Regional Tax Directorate regarding Law No.87/2019 “On the Invoice and the System for Monitoring Turnover”.

In the second phase of the training, dedicated to the Fiscalization Process, all taxpayers, their representatives, economists, accountants, consulting firms, and other interested parties are invited to participate, as they are interested in this process and its implementation.

This second phase, which aims to inform and train taxpayers on the use of the platform. SelfCare and the Electronic Invoice, to ensure the highest quality of preparation, is organized into two parts as follows:

  • From November 16 to 27, 2020, online training will be offered to all public institutions and taxpayers who, during 2019–2020, met the requirements to be in a B2G relationship. These taxpayers will be contacted by the Service Directorates at the Regional Tax Directorates to be informed of the training dates and times.
  • From December 1 to 31, 2020, online training will be offered to all taxpayers who meet the requirements for a B2C relationship. Any entity interested in participating in these trainings may contact the Regional Directorate where it is registered to secure participation and obtain preliminary information.

In implementation of the Law No. 87/2019, as amended, depending on the type of transaction, its effects begin to apply:

  • for cashless transactions between taxpayers and public bodies, the effects of this law begin on January 1, 2021.
  • for cash transactions between taxpayers, the effects of this law begin on July 1, 2021.
  • For cash transactions by taxpayers, regardless of tax liability or annual turnover, the effects of this law will begin on September 1, 2021.

Meanwhile, in implementation of Article 46 “Transitional Provisions” of the Law No. 87/2019 “On the invoice and the turnover monitoring system”, as amended, new taxpayers registered with the National Business Center or with the Tax Administration, as well as existing taxpayers, at any time have the right to issue invoices in accordance with the fiscalization procedures set forth in this law and in accordance with the provisions of the applicable legislation on tax procedures.

Through several preliminary training sessions, the General Directorate of Taxes has trained and engaged its top experts from across the country, with the aim of providing assistance and the broadest possible information to all taxpayers regarding this very important process for both the Tax Administration and all taxpayers.
