- My Damage to e-Albania is the service where a damaged business registers material damage, using its NIPT, with its own assessment and evidence.
- The application requires photos, videos, and invoices. It also states whether the business has insurance and with which company.
- The on-site verification is carried out by 10 working groups of the General Directorate of Taxes, and from it a register of damages is compiled.
- The level of support has not yet been determined. There is no act, no application deadline, no amount, and no published criteria.
- Your tax deadlines are not extended. A malfunctioning cash register has a five-day deadline that begins the day after it stops working.
My Damage on e-Albania is the new service through which a business damaged during the recent events in Tirana registers the material damage it has suffered. The service was announced on October 17, 2026 by the Ministry of Economy and the Prime Ministry. It is accessed by logging into the e-Albania portal and searching for the service by that name.
This guide does not address the cause of the events and does not evaluate any party. It deals with one thing only: what the owner of a store, bar, or office who finds broken glass, a cash register out of service, or damaged merchandise should do today. Two deadlines awaiting them have nothing to do with this new service, and one of them has been running since the day of the damage.

What is my damage and who can apply?
My Damage is an electronic form on e-Albania, open to businesses that have suffered material damage during the recent events. Public announcements refer to small businesses, without yet providing a definition based on revenue or number of employees.
After registration, damages are verified on-site. According to the October 17 notice, ten work teams from the General Directorate of Taxes have been deployed in the field to inspect documentation and assist in building a register of damages. So your application is not just a declaration; it is expected to undergo a physical inspection.
This is why the way you document the damage today carries more weight than the speed with which you apply it.
How to complete the application, step by step
According to the public description of the service, the form requests this information and these documents.
- Sign in to e-Albania portal Use your business account and request the service called "My Damage.".
- Fill in your personal information, the NIPT, and a contact number that you can actually answer, because verification is done on-site.
- Provide information about the environment where you carry out the activity, including the surface.
- Declare whether you have insurance for the property or for the activity, and with which company.
- Declare the estimated value of the material damages.
- Upload the photos, videos, invoices, and any other documents that prove the damage.
The insurance question is not a formality. If you have policies, the notice to the insurance company has its own deadlines under the contract, and those are not superseded by this application. Both avenues are pursued in parallel, and neither cancels the other.
How to document the damage so that it remains with verification.
An undocumented damage today is an unprovable damage tomorrow. Verification comes after repair at many businesses, so the only evidence that will remain is what you collect before cleaning.
What is photographed and when
Photograph before cleaning, not after. Take wide shots showing the surroundings and the address, then close-up shots of each damaged item individually. Continuous video from the outside in is more convincing than twenty separate photos because it shows the connection between them.
Keep any security camera footage in a folder, if you have it, and note the date and time of each file. Once the object has been removed, photograph the spot where it was and preserve the remains until verification is complete.
Which documents prove the value?
Value is proven by document, not by eye estimate. Gather the purchase invoice for each damaged asset, or, when it cannot be found, the asset register and the remaining book value. For damaged goods, the most recent inventory together with the supply invoices will serve.
Include repair quotes or invoices, even when the repair is carried out quickly. The accounting treatment of a damaged asset is regulated. SKK 05 for tangible long-term assets, while you can find the rules for inventory and losses on our page for depreciation, inventory, and carried-forward losses.
Don't pad the value upward. An inflated figure not supported by invoices weakens the entire application, including its perfectly accurate parts.
The fiscal device and invoices: the deadline has begun to run.
This is the section that many businesses don't know about and that doesn't require any government decision. Law No. 87/2019 itself provides for the case when the fiscal device goes out of service or the connection is lost, and it sets strict deadlines. Those deadlines begin to run from the day of the damage.
When the cash register breaks down, five days and another five days.
According to Article 30 of Law No. 87/2019, while the device is not working, the invoice is issued from a separate two-copy invoice book. Repair or replacement of the device must be carried out within 5 days, calculated from the day after the device stops working. After that, an additional 5 days are allowed for entering those invoices into the system and for their delivery.
So the block with two copies is not a temporary solution without consequences; it is part of a timed procedure. The full rule and format of of the electronic invoice and the fiscalization certificate Our source page maintains it.
When only the internet connection goes down, 48 hours.
Article 29 of the same law addresses the case when the device is operating but the electronic connection has been interrupted. The invoice is issued without an NIVF and printed on paper. Once the connection is reestablished, the invoices are submitted to the tax administration within 48 hours, calculated from the moment of the interruption.
When the deadline is not met, the administration is notified and proof of impossibility is submitted. The relevant form is Annex 4, Report on the Impossibility of Establishing a Connection with the Tax Service, pursuant to Article 32 of Instruction No. 16, dated April 3, 2020. In a situation where the connection or the environment itself has been affected, this notification is the document that protects the business.
Filing deadlines are not automatically extended.
A store that is closed for three days does not receive any automatic extension. To date, no act has been published that shifts deadlines for affected businesses, so the calendar remains the same.
| Deadline | Obligation |
|---|---|
| The 11th of the following month | Sales and purchase VAT books |
| The 14th of the following month | VAT declaration and payment |
| The 20th of the following month | Payroll and contributions, plus withholding tax. |
| March 31 of the following year | Annual income tax return, even when the tax is zero. |
If a deadline passes because the environment was inaccessible, don't leave it unexplained. Document the reason using the same evidence you're gathering for the application, because you'll need it here too.
The mistakes being made these days
Based on the questions we're receiving, five mistakes are repeated more often than the others.
- Cleaning and repair before photographing. The repaired appearance does not prove the damage, and verification comes later.
- The declared value is speculative. The figure must be supported by invoices, the asset register, or the inventory.
- Hiding the insurance policy, thinking it reduces support. Making a false statement on a government form is a much greater risk than the amount in question.
- Continuing sales without any documentation when the cash register is not working. The law allows a two-copy block, but only within the procedure and within the deadline.
- Waiting for an act before registering the damage. The register is now being built, and an unregistered damage does not enter it.
What is not yet known
This list is just as important as the one above, and we keep it open on purpose.
- Application deadline.
- Definition of a small business for this purpose, by revenue or by number of employees.
- The amount of support, and whether it covers the entire verified value or only a portion of it.
- How are businesses treated that have insurance and receive compensation from it?.
- If unpaid obligations to the administration affect profit.
Until the act that answers these questions is released, any figure in circulation remains unverified. We will update this page on the day the act is published.
Every time there is a tax or financial change that affects your business, we notify you directly by email with a practical explanation.
Send me free notificationsFrequently asked questions
Can I apply for my claim on e-Albania if I don't have the purchase invoices?
Yes, the application is still possible, but the value must be supported by something else. Use the asset register, the remaining book value, or the most recent inventory. Also include repair quotes, as they show the actual cost of restoring it to its previous condition.
Do I lose coverage if I have an insurance policy?
This is not yet known because the criteria have not been published. The form explicitly asks whether you have insurance, so that information is part of the assessment. Disclose it as it is and simultaneously notify your insurance company, because the deadlines of your contract run independently of this service.
How long do I have to replace the damaged cash register?
Five days, calculated from the day after the stop, in accordance with Article 30 of Law No. 87/2019. During that time, issue an invoice from a separate two-copy block. Then you have an additional five days to enter those invoices into the system and submit them.
Is the VAT deadline postponed because the store was closed?
Not automatically. As of October 18, 2026, no act has been published that shifts the deadlines for affected businesses. VAT declarations and payments remain due by the 14th of the following month.
How long does the verification take and when will the response arrive?
No deadline has been announced. The October 17 notices state that the verification is carried out on-site by 10 working groups of the General Directorate of Taxes and that measures are determined after its completion. Therefore, keep a complete copy of your application and supporting evidence in your file.
I am a tenant; who records environmental damage?
Allocate the damage by ownership. You record what's yours—namely the equipment, furniture, merchandise, and improvements you've made to the premises. The building's structural damage is recorded by the owner. Notify the owner in writing that same day and keep proof of notification.
