Sectoral plan for controlling wage informality.

Following the fight against informality and the denunciations received through the Tax Administration's communication channels regarding wage informality, the phenomenon of not declaring employees' wages realistically in certain professions and sectors remains quite worrying.


According to specific analyses conducted by the Tax Administration, based on taxpayers' self-declarations, it appears that the minimum wage has been declared for a large number of employees in many sectors. Furthermore, for another portion of employees, the declared salaries are significantly lower than the market average for these activities.


Over the years, the Tax Administration has focused on informality in the labor market, and these plans culminated in the establishment of the Anti-Informality Unit. With the conclusion of the Anti-Informality Unit's work, based on the results achieved in recent months, as well as a thorough analysis by the Risk Directorate within the Tax Administration, in addition to the two sectors previously assessed as high-risk, construction and trade, two other categories have been identified as high-risk for salary declaration:

  1. The Insurance Companies Sector, the Media and Communication Sector, and the Private Education Institutions Sector
  2. Taxpayers identified as high-risk in the December 2021 initiative but who did not have a positive response.

With the primary aim of ensuring and fulfilling obligations arising from current tax legislation, the Tax Administration informs taxpayers that it will continue controls through the implementation of the sectoral plan for the control of wage informality, phase II, throughout the territory of the Republic of Albania.


We recall that based on risk analyses and criteria, the Tax Administration has continuously informed taxpayers assessed with high risk, also sending personalized letters to their addresses, with the aim of raising awareness and encouraging them to declare wages realistically, to formalize the economic relationships between businesses and their employees.

The Tax Administration invites citizens to report cases of incorrect salary declaration as a protective mechanism to avoid jeopardizing future pensions.
