The fiscal amnesty will be sent to parliament this week, while it is expected to be approved by parliament within May, stated Prime Minister Rama. The amnesty may last 1 year, divided into 3 four-month periods.
“I want to declare today that we will take the fiscal amnesty initiative to parliament this week. We hope that Parliament will approve it by May.
The amnesty clearly prohibits the laundering of proceeds from criminal activities. Proceeds from criminal activities and corruption are excluded. All those convicted of specific activities that fall under criminal activity which is also the subject of special law and OFL are excluded from the amnesty.
Excluded from this amnesty are all politicians, all high-ranking officials, along with their families. High-ranking officials also include police officers, commanders, and judges.
All others will benefit from this amnesty, once it is approved by the Assembly of Albania. Every citizen who holds an Albanian passport can benefit from the amnesty, unless they fall into the exclusionary categories.
The amnesty can last for 1 year, divided into 3 four-month periods.
In the first bracket, the obligation to deposit funds will be 51%, in the second bracket 7%, and in the third bracket 10%. These are figures that will be discussed and further refined during the discussions and with interest groups as well as parliamentary commissions.
”For an amnesty to be credible and permanently sustainable, it will be fiscal and criminal," declared Rama.
