The official address of the portal is efiskalizimi-app.tatime.gov.al/self-care. Access is granted with an e-Albania business account or with the personal certificate installed on the computer.

SelfCare is the tax portal where businesses issue electronic invoices, register their places of business and fiscalization operators. It is also known as Self-Care or the Central Invoicing Platform, and can be accessed at efiskalizimi-app.tatime.gov.al/self-care.

Electronic invoices to public institutions have been exchanged through this platform since January 1, 2021, while invoices between businesses have been exchanged since July 1, 2021, in accordance with Law No. 87/2019 on the invoice and the monitoring system for turnover. Below you'll find how to log in, what you need the first time, and how to issue the invoice step by step.

How to log in to the SelfCare portal

The portal offers two ways for businesses to log in. A third method, using a username and password, is used only in testing environments.

Login via e-Albania

  1. Open the SelfCare portal at efiskalizimi-app.tatime.gov.al/self-care.
  2. Choose Identification through E-Albania.
  3. On the e-Albania portal, enter the NIPT and the business password.
  4. After verification, e-Albania returns you to SelfCare, to your business account.

If the business doesn't yet have an e-Albania account, one is created first. Then the same procedure is followed.

Log in with personal certificate

The certificate is installed on the computer in advance. In Windows, importing is done by opening the certificate file and following the steps with the default options. When you open the login page, the browser prompts you to select the certificate and you confirm with OK.

The certificate is the key to the entire process. Without it, the invoice cannot be fiscally registered, so schedule its renewal in your calendar two weeks before it expires.

What is recorded the first time?

Before issuing the first invoice, the General Directorate of Taxes requires that the fiscalization data for each location where you operate be completed on the portal.

  • Internet provider for every event venue.
  • Ownership and area of the premises.
  • Rule for the sequential numbering of invoices.
  • Business activities according to NACE Rev. 2 codes.
  • Working hours and map coordinates for each location.
  • Contacts and operators who will issue the invoice.
  • Uploading the electronic certificate, which enables invoice issuance.

Once these have been completed, the portal is ready for the first invoice.

How to issue an electronic invoice in SelfCare

  1. From the main panel, open Invoice > Create Invoice.
  2. Select the operator that issues the invoice.
  3. Enter the buyer's information. When the invoice is issued by the buyer themselves, select Self-billing.
  4. Add at least one item with the name, unit of measure, quantity, and price.
  5. Select the payment method.
  6. Click Register. The invoice is fiscalized and assigned the year's automatic sequential number.

The buyer's data is always recorded when the buyer is a business, and in any case when the invoice value exceeds 500,000 lek.

How to register the fiscalization operator

The operator is the person who issues invoices on behalf of the business. They register once and remain active until the date you specify.

  1. Open Fiscalization > Operators and click What.
  2. Enter the person's identity number or the company's NIPT and search.
  3. Confirm the person who appears in the search.
  4. Set the date Valid until and click Confirm.

When the login or invoice doesn't work

  • Check that the electronic certificate is uploaded and valid. If the certificate has expired, the invoice will not be fiscalized.
  • Check that the operator is registered and that the validity date has not passed.
  • When you log in with a personal certificate and the browser doesn't prompt you for it, the certificate usually isn't installed on that computer.
  • For issues with the certificate itself, the portal manual directs you to AKSHI or to the tax administration.
