SECTION P – EDUCATION

This section includes education at all levels and for all professions. Instruction may be in verbal or written form, and may be provided through radio and television or other means of communication.

This section includes education from various institutions within the regular education system at different levels, as well as adult education, literacy programs, etc. Military schools and academies, prison schools, etc., are also included at their respective levels.

The section includes public as well as private education.

For every level of primary education, special education for students with intellectual or physical disabilities is also included.

The categorization in this section is based on educational attainment as defined by ISCED 1997 levels. Educational institution activities offering ISCED level 0 education are classified under 85.10, ISCED level 1 under 85.20, ISCED levels 2-3 under group 85.3, ISCED level 4 under 85.41, and ISCED levels 5-6 under 85.42.

This section also includes instruction that primarily deals with sports and culture, as well as supplementary educational activities.

85.1 Preschool education

85.10 Preschool Education

This class includes:

  • Preschool education (education before the primary level). Preschool education is defined as the initial organized phase for acclimatizing young children to a “school-like” environment so that they can more easily transition from the home environment to the school environment.

This class does not include:

  • child day care, see 88.91

85.2 Primary education

85.20 Primary education

This class includes primary education: carrying out school courses and accompanying work courses that give students basic knowledge in reading, writing, and arithmetic, as well as basic knowledge of other subjects such as history, geography, natural sciences, art, and music. Such education is usually offered to children; however, it also includes literacy programs inside or outside the school system, which are similar in content to primary education programs but are for those considered too old to be in primary school (e.g., adult literacy programs).

This class does not include:

  • adult diabetes as defined in 85.5
  • child day care, see 88.91

85.3 Secondary education

This group includes the upper cycle of 9-year-olds and secondary, technical, and vocational education. This group does not include:

  • adults as defined in 85.5.
85.31 General secondary education

This class includes the provision of education that lays the foundation for lifelong learning and human development and enables further learning. These institutions offer programs that are usually broader in subject matter, utilizing more specialized teachers and often employing teachers who develop lessons in their field of expertise.

Specialization by subject at this level often begins to have an impact even on the educational experience of those pursuing general education programs. These programs are designed to qualify students for both technical and professional education or for admission to higher education without any prior subject-specific knowledge requirements.

This class includes:

  • 9-year-old's high cycle (grades 7-8-9)
  • general secondary education which in principle allows admission to higher education (grades 10-11-12)

This class also includes:

  • special curriculum at this level for students with deficiencies

This class does not include:

  • adult vaccination as defined in 85.5
85.32 Secondary technical and vocational education

This class includes the provision of education where programs generally emphasize specialization by subject and learning, both in theory and practice, usually accompanied by current or future employment. The goal of a program can range from preparation for a general field of employment to a very specific job.

This class includes:

  • vocational and professional education below the higher education level as defined in 85.4

This class also includes:

  • tour guide training
    • Instructions for chefs, hoteliers, and restaurant workers
    • Cosmetology and barber schools
    • Computer repair training
    • driving schools for professional drivers, e.g., for trucks, buses, trains, pilots

This class does not include:

  • its high technical and professional level, see 85.4
    • For the provision of instruction in the arts for recreation, hobbies, and self-development, see 85.52
    • driving schools for non-professional drivers, see 85.53
    • work social worker as part of social work activities without accommodation, see 88.10, 88.99

85.4 Higher Education

This class includes non-university higher education and university higher education for the provision of first-level, second-level diplomas, and higher levels. The admission requirement is at least a high school diploma.

This group does not include:

  • My part to increase as defined in 85.5
Post-secondary non-tertiary education

This class includes post-secondary education, which is not considered higher education. As an example is obtaining post-secondary supplementary education to prepare for entry into higher education or into non-higher post-secondary vocational education.

85.42 Higher education

This class includes:

  • the first, second, and third cycles of higher education:

  • Art schools offering higher education

Other education services

This group includes the continuation of general or vocational education as well as training for any profession, hobbies, or for self-development. Educational activities as presented in groups 85.1-85.4, pre-school education, primary education, secondary education, and higher education are excluded here.

This includes centers and schools that offer instruction in sports to groups or individuals, instruction in foreign languages, in arts, drama, or music, or specialized training, generally for adults and not comparable to education in groups 85.1-85.4.

Education for Sports and Recreation

This class includes sports training for groups or individuals at centers and schools, with or without boarding. It does not include academic schools, colleges, and universities. Instruction may be conducted in various settings, at the center's or school's premises, or the client's. Instruction included in this class is organized in a formal manner.

This class includes:

  • sports formats (football, basketball, baseball, cricket, etc.)
  • Sports training centers
  • Gymnastics instructions
  • Riding instructions
  • Note instructions
  • Instructors, teachers, and professional sports coaches
  • Martial arts instructions
  • Card game instructions (like Brixhi)
  • Yoga instructions

This class does not include:

  • cultural heritage, see 85.52
85.52 Cultural education

This class includes instruction in art, drama, and music. Institutions that provide this type of instruction may be called “schools,” “studios,” “classes,” etc. They provide organized instruction in a formal manner, primarily for hobbies, recreation, or self-development, but this instruction does not lead to a professional degree or higher education diploma.

This class includes:

  • piano teachers and other music instruction
    • instruction time meaning
    • Dance instruction and dance studio
    • drama schools (apart from academic ones)
  • fine arts schools (apart from academic ones)
    • art schools (besides academic ones)
    • Photography schools (other than vocational ones)

This class does not include:

  • foreign language courses, see 85.59
85.53 Driver training school activities

This class includes:

  • Driving schools, flight schools, sailing, and maritime transport schools that do not issue commercial certificates and licenses

This class does not include:

  • schools for professional motor vehicle drivers, see 85.32
Other educational services

This class includes:

  • my art that is not defined by levels
  • academic supervision services
  • educational recovery training courses
  • Preparatory courses for exams
  • linguistic and conversational instructions
  • computer training
  • religious instruction

This class also includes:

  • Life protection training
  • driving to survive
  • training to speak in public
  • Speed reading instructions

This class does not include:

  • Adult literacy programs, see 85.20
  • Secondary general education, see 85.31

85.6 Support educational services

This class includes the provision of non-instructional services that support the educational process or educational systems.

  • Educational consulting
