SECTION O – PUBLIC ADMINISTRATION AND DEFENSE; COMPULSORY SOCIAL SECURITY
This section includes activities of a governmental nature, normally performed by the public administration.
This includes the legal decreeing and interpretation of their laws and regulations, as well as the administration of programs based on them, legislative activities, taxation, national defense, public order and security, immigration services, foreign affairs, and the administration of government programs.
Legal or institutional status is not in itself the determining factor for an activity to be included in this section, but rather the activity that has a nature specified in the previous paragraph.
This means that activities classified elsewhere in NVE are not in this section, even if performed by public units. For example, the administration of the education system (regulations, controls, curricula) are in this section, while teaching itself is not (see section P); a prison or military hospital is classified under health (see section Q). Similarly, some activities described in this section may be performed by non-governmental units.
This section also includes compulsory social security activities.
Public administration and defense; compulsory social security
84.1 State administration and economic and social policies of the community
This group includes general administration (e.g., executive, legislative, public administration, etc. at the government level) and oversight in the social sphere and economic life.
84.11 General public administration activities
This class includes:
- central, regional, and local executive and legislative administrations
- Administration and supervision of fiscal matters
- taxation schemes operation
- The collection of taxes and duties on goods and the investigation of violations of fiscal legislation
- Customs administration
- implementation of the budget and management of public funds and public debt:
- Fundraising and Use of Funds and Expenditure Control
- General Administration for Research and Development Policies (Civil) and Related Funds
- administration and the work of statistical and economic and social planning services at different levels of government.
This class does not include:
- operation of buildings, owned or occupied by the government, see 68.2, 68.3
- administration of research and development policies aimed at increasing personal well-being and related funds, see 84.12
- administration of research and development policies aimed at improving economic performance and competitiveness, see 84.13
- management of research and development policies related to protection and accompanying funds, see 84.22

84.12 Activities of executive agencies for health, education, culture, and other social services, except for social security
This class includes:

84.13 Activities of business and general public administration
This class includes:
- public administration activities for various economic sectors, including the distribution of subsidies:
- agriculture
- land use
- Energy resources and mines
- infrastructure
- transport
- communication
- Hotels and Tourism
- Wholesale and retail trade
- The administration of research and development policies and their respective funding for improving economic performance.
- administration of general labor affairs
- the implementation of regional development policy measures, e.g., for unemployment reduction
This class does not include:
- research and experimental development activities, see division 72
84.2 Community Services Delivery
This group includes foreign affairs, defense and public order, and security activities.
84.21 Foreign affairs
This class includes:
- the administrative and operational activity of the Ministry of Foreign Affairs, diplomatic and consular missions abroad, or offices of international organizations
- administration, operation, and support of information and cultural services intended for distribution across national borders
- foreign aid, whether it is carried out through international organizations
- providing military assistance to foreign countries
- management of foreign trade, international financial affairs, and foreign technical issues.
This class does not include:
- international disaster and refugee conflict services, see 88.99
84.22 Defense Activities
This class includes:
- administrator, supervision and operation of military defense and land, sea, air and space defense forces such as:
- Air forces of the army, navy, and air force
- engineers, transport, communications, materials, personnel, and other non-combat commando forces
- reserve and support forces of defense institutions
- Military logistics (equipment, structure, food reserves, etc.)
- Healthcare activities for military personnel in the field
- administration, operation, and support of civil defense forces
- preparation of emergency plans and conducting drills with the participation of institutions and the civilian population
- management of research and development policies related to defense and their respective funds
This class does not include:
- Research and experimental development activities, see section 72
- provision of military assistance to other countries, see 84.21
- military courts activities, see 84.23
- the provision of essentials to the population for internal emergencies in times of peace, see 84.24
- Military schools, colleges and academies' educational activities, see 85.4

84.23 Justice and legal activities
This class includes:
- administration and operation of criminal and civil administrative courts, the military court and the legal system, including legal representation and notification on behalf of the government or when carried out by the government for a fee or services
- review of judgment and interpretation of the law
- trial of civil matters
- prison and re-education (correctional) services, including rehabilitation services, regardless of whether their administration and execution are carried out by governmental units or by private units under contract or payment.
This class does not include:
- counsel and representation in civil and criminal matters, and other matters, see 69.10
- Prison school activities, see division 85
- prison hospital activities, see 86.10
84.24 Public Order and Safety Activities
This class includes:
- administration and operation of regular or auxiliary police forces supported by public port, border, coast guard authorities, and other special police forces, including traffic regulation, alien registration, and maintenance of arrest records
- supplying the population with essential items for internal emergencies in case of disasters during peacetime
This class does not include:
- the functioning of police laboratories, see 71.20
- administration and operation of military armed forces, see 84.22
84.25 Firefighting services
This class includes:
- Firefighting and prevention
- administration and operation of regular and auxiliary brigades for fire prevention and suppression, rescue of people and animals, assistance in civil disasters, floods, road accidents, etc.
This class does not include:
- Forest fire protection services and extinguishing these fires, see 02.40
- fire suppression in gas and oil-bearing areas, see 09.10
- fire fighting and prevention services at airports, provided by non-specialized units see 52.23
84.3 Compulsory Insurance Activities
84.30 Compulsory insurance activities
This class includes:
- financing and administration of government social security programs
- Insurance for sickness, workplace accidents, and unemployment
- elderly pension
- programs that cover income loss due to pregnancy, temporary disability, bereavement, etc.
This class does not include:
- Social security not mandatory, see 65.30
- charitable and social work services (without accommodation), see 88.10, 88.90
