SECTION H – TRANSPORTATION AND STORAGE

This section includes the performance of regular or irregular transportation of passengers or goods by rail, pipeline, road, water, or air, and related activities such as terminal and parking facilities, cargo delivery, warehousing, etc. This section also includes the rental of transport equipment with a driver or operator. It also includes postal activities or courier services.

This section does not include:

  • General repair or modification of transport equipment, except motorcycles; see group 33.1
  • Construction, maintenance, and repair of roads, railways, ports, and aviation fields; see Section 42.
  • Maintenance and repair of motorcycles, see 45.20
  • Rental of transportation equipment without a driver or operator, see 77.1, 77.3

49 Land and pipeline transportation

This category includes the transport of passengers and goods by road, rail, and pipeline.

49.1 Interurban passenger rail transport

49.10 Interurban passenger rail transport

This class includes:

  • interurban passenger rail transport on mainline rail networks, covering a large geographic area;
  • the operation of short-distance passenger rail service on a local rail line;
  • the operation of sleeping and dining cars as an integrated part of the work of railway companies.

This class does not include:

  • Passenger transportation in the transit system within and outside the city, see 49.31
  • Passenger terminal activity, see 52.21
  • Activities related to railway infrastructure, such as opening and closing, see 52.21
  • activity of sleeping and dining cars when operated by separate units, see 55.90, 56.10

49.2 Railway freight transport

49.20 Railway freight transport

This class includes:

  • Rail freight transport using the network of main railway lines, spread across a large geographical area, or on secondary lines.

This class does not include:

  • For storage and preservation, see 52.10
  • Activities of freight terminals, see 52.21
  • Activities related to railway infrastructure, such as opening and closing, see 52.21
  • Delivery of the cargo, see 52.24

49.3 Other road passenger transport

This group includes all road passenger transport activities except rail.

49.31 Road passenger transport with the urban system

This class includes:

  • Road passenger transport through the urban transport system.

This includes various modes of road transport such as bus, tram, trolleybus, metro, elevated rail, etc. Transport operates on designated routes, typically following a fixed schedule, with boarding and alighting at predetermined stops.

This class also includes:

  • city–airport or city–railway station lines
  • captive railways, cable-hung aerial routes (cable cars), etc., if they are part of urban transport systems.

This class does not include:

  • intercity rail passenger transport, see 49.10

This class includes:

49.39 Other road passenger transport

This class includes:

  • Other road passenger transport:
    • regular long-distance passenger bus transportation service
    • Charter services, excursions, and other occasional bus transportation.
    • Airport bus service
  • the operation of cable cars, cable transport systems, cable elevators, and ski lifts if they are not part of urban systems

This class also includes:

  • Other types of private car rentals with a driver
  • school buses and employee transportation buses
  • transport of passengers and vehicles driven by humans or animals

This class does not include:

  • Ambulance transport, see 86.90

49.4 Road transport of goods

This group includes all types of road freight transport except rail transport.

49.41 Road transport of goods

This class includes:

  • all types of road freight transport:
    • Transportation of wooden bodies
    • Truck transport
    • refrigerated truck
    • Heavy-duty truck
    • Transportation in large quantities, including in tankers, including milk collection at farms.
    • Vehicle transport
    • Transport of fertilizer or waste without a collector or disposal

This class also includes:

  • Rental of trucks with driver
  • the transport of goods and vehicles driven by a person or an animal

This class does not include:

  • Transportation of logs within the forest, as part of forest exploitation, see 02.40
  • for water distribution by truck, see 36.00

  • Transportation of gas, liquids, water, lime, and other products through pipelines.

This class also includes:

  • pumping stations

This class does not include:

  • distribution of natural or manufactured gas, water or steam (including water distribution by truck), see 35.22, 35.30, 36.00
  • transportation of liquids, etc. by truck, see 49.41

50 Water transport

This category includes regular or irregular water transport of passengers or goods. Also included are ship towing, excursion vessels, tourist boats, water taxis, etc. Although location is an indicator for distinguishing between maritime and water transport, the decisive factor in this case is the type of vessel used. Sea transport by ship is classified in groups 50.1 and 50.2, while transport using other vessels is classified in groups 50.3 and 50.4.

This division does not include restaurant and bar activities on the ship's board (see classes 56.10, 56.30), if carried out by separate units.

50.1 Maritime and coastal passenger transport

This group includes maritime and coastal passenger transport on suitable vessels.

It also includes passenger transport on large lakes, etc., when similar types of vessels are used.

50.10 Maritime and coastal passenger transport

This class includes:

  • Maritime and coastal transport of passengers, regular or otherwise.
    • excursion ship, tourist ship
    • water tourist taxi, etc.

This class also includes:

  • the charter of crewed tourist vessels for maritime and coastal transport (e.g., for fishing tourism)

This class does not include:

  • Restaurant and bar activities on the ship's deck carried out by separate units; see 56.10, 56.30
  • casino activity, see 92.00

50.2 Maritime and coastal transport of goods

This category includes the transport of goods by vessels suitable for navigating maritime and coastal waters.

It also includes the transport of goods on the Great Lakes, etc., when similar types of vessels are used.

50.20 Maritime and coastal transport of goods

This class includes:

  • transportation in maritime and coastal waters, regular or otherwise, of goods
  • transport by push boat or by towing with ropes, etc.

This class does not include:

  • storage of goods, see 52.10
  • gate operations and other auxiliary activities such as ship docking, maneuvering, lighting, and ship salvage; see 52.22
  • Delivery of the cargo, see 52.24

50.3 Inland water transport

This category includes the transport of passengers on inland waters, using vessels not suitable for maritime transport.

50.30 Inland water passenger transport

This class includes:

  • transportation of passengers on rivers, canals, lakes, and inland waterways, including harbors and inland ports

This class also includes:

  • Chartering of crewed tourist ships for inland water transport

50.4 Inland water transport of goods

This category includes the transport of goods on inland waters, using vessels that are not suitable for maritime transport.

50.40 Inland water transport of goods

This class includes:

– the transport of goods on rivers, canals, lakes, and inland waterways, including inland harbors and ports

51 Air transport

This division includes the transportation of passengers or goods by air or air routes. This division does not include:

This class includes:

  • air passenger transport on scheduled routes and with regular schedules
  • Charter passenger travel
  • tourist and scenic flights

This class also includes:

  • Leasing of air transport equipment with an operator for passenger transport
  • general aviation activities such as:
    • Passenger transport by aeroclub for instruction or recreation

This class does not include:

    • space transportation of goods and passengers

52 Storage and Support Activities for Transportation

This category includes warehousing and transport support activities, such as the operation of transport infrastructure (e.g., airports, docks, ports, tunnels, bridges, etc.), and the activities of transport and freight delivery agencies.

52.1 Storage and preservation

This class includes:

  • the activity of structures for the storage and preservation of all types of goods:
    • grain silos, general goods warehouses, refrigerated warehouses, storage tanks

This class also includes:

  • storage of goods in foreign trade zones

This class does not include:

  • storage of the goods itself, see 68.20
  • Rental of vacant spaces, see 68.20

52.2 Support activities for transportation

This division includes supporting activities for the transportation of passengers and goods, as part of the transportation infrastructure or activities related to the immediate delivery of goods before, during, or after transport, or between transport segments. It also includes the operation and maintenance of transportation structures.

52.21 Miscellaneous services related to land transportation

This class includes:

  • activities related to land transport of passengers, animals or goods:
    • the activity of terminal facilities such as railway stations, bus stations, and goods delivery stations
    • Railway infrastructure activities
    • road, bridge, tunnel, parking lot and car garage activities, bicycle parking, winter storage of caravans
  • Railway infrastructure activities
  • towing and roadside assistance service

This class also includes:

  • liquefaction of gas for transportation purposes

This class does not include:

  • Delivery of the cargo, see 52.24
52.22 Miscellaneous services related to water transport

This class includes:

  • activities related to the water transport of passengers, animals or goods:
    • Port terminal and quay facilities
    • operations of water channel gates, etc.
    • Navigation, pilotage, and mooring operations
    • Rescue and relief activities
    • the lighthouse of the sea

This class does not include:

52.23 Air transportation-related services

This class includes:

  • activities related to the air transportation of passengers, animals, or goods:
    • facilities of terminals, such as airport terminals, etc.

52.24 Delivery of the cargo

This class includes:

  • the loading and unloading of goods or passengers' baggage, regardless of the means of transportation used
    • Loading and unloading worker
    • the loading and unloading of freight cars

52.29 Other transportation support activities

This class includes:

  • Shipping of goods
  • the organization of road, rail, water, or air transport
  • organization of group or individual delivery (including the pickup and distribution of shipments and their grouping)

  • the activity of client agents
  • the activity of sea freight forwarders and air cargo agents

53 Postal and courier activities

This category includes postal and courier activities, such as the collection, transportation, and distribution of letters and parcels under various arrangements. It also includes local delivery and notification services.

53.1 Post Office Activities with General Service Obligation

53.10 Postal activities with universal service obligation

This class includes the activity of postal services operating under a universal service obligation, with one or more universal service providers. These activities include the use of the universal service infrastructure, including retail outlets, collection and processing facilities, and routes for collecting and delivering mail. This distribution may include mail letters, postcards, printed materials (newspapers, periodicals, advertising materials, etc.), small packages, goods, or documents. Other services necessary to support universal service obligations are also included.

This class includes:

  • The collection, dispatch, transport and distribution, domestic or international, of mail-type items and postal parcels operating under the obligation of universal service. This activity may be carried out by one or more modes of transport.

  • the collection of mailed letters and packages from mailboxes or post offices

This class does not include:

  • activity of postal savings accounts, orders for cash remittances by mail and financial activities, see 64.19
