Fiscalization means that every invoice issued by your business is generated electronically and reported in real time to a central tax administration platform. In practice, the invoice book is replaced by a certified program or device. For you as the owner, this also has a very useful side. You see the same data that goes to the government every day for your business.

From the invoice booklet to the electronic invoice

Previously, the invoice was a piece of paper. It was written by hand, got lost, was hard to read, and was collected at the end of the month in a bag for the accountant. With fiscalization, the invoice is born electronic. Your sales program generates it, assigns it a unique identification number, and instantly sends it to the central invoice platform. The customer receives the receipt or invoice with a code they can verify themselves.

This has three practical consequences for you. First, there are no more lost invoices, because every invoice is stored in the system. Second, your accountant can see sales and purchases without waiting for the end of the month. Third, mistakes are quickly identified and corrected while they're still small.

Without any additional software, just by reading, the owner sees two things. Friday and Saturday bring in 200,000 LEK, which is nearly half of the week's total. While Monday through Wednesday bring in 118,000 LEK with the same number of employees per shift. The practical decision is obvious: one fewer employee on the quiet early-week shifts and extra staff on Fridays and Saturdays. This is the fiscalization used for you, not just for reporting.

The legal basis for fiscalization is Law No. 87/2019 on the invoice and the turnover monitoring system, together with the relevant secondary legislation. Each invoice bears a unique identification number generated by the central system and the issuer's security code. Issuance is carried out only through certified software solutions and the taxpayer's electronic certificate.

The professional value for the economist lies in reconciliation. Data from the central platform serve as an independent source compared to the client's accounting. The monthly reconciliation of fiscalized sales with the sales ledger and bank receipts highlights discrepancies before tax authorities discover them. Do I need to buy new equipment, or is a program enough?

It depends on the type of business and how you sell. In most cases, a certified program on a computer, tablet, or phone connected to a simple receipt printer is sufficient. You can find the exact requirements by business type in the Taxes section.

What happens if my internet connection is interrupted while I'm working?

The system provides for a procedure for temporary work without a connection and subsequent reporting within a specified timeframe. It is important that invoices be issued in any case and sent as soon as the connection is restored.
